The introduction of the fast-tracking housing regulations in Ireland has modified the dynamics in which democratic participation is deployed in planning decisions. The resulting planning process has favoured inequality phenomena and has strengthened the position of construction lobbies in large-scale developments. This paper enforces citizen engagement in the Strategic Housing Development (SHD) framework using Building Information Modelling (BIM) and blockchain technologies to build digital trust. Digital tools have enormous potential to deliver more transparent planning by establishing proven accountability for building permissions and promoting trusted interactions between citizens and local administrations. With Ireland’s strong economic recovery and the gradual revival of its construction industry, the future potential status and growth of its provincial cities in general for Drogheda, and the near 80,000 population of the Greater Drogheda Area (GDrA), is viewed as having been portrayed in an underwhelming way in the withdrawn National Spatial Strategy (NSS). Drogheda straddles both Louth and Meath counties, thereby presenting historic governance issues. Dublin faces many of the modern day transport problems associated with automobile transport. The bicycle is increasingly being viewed by Urban Planners as an interesting form of individual transportation which can form part of an integrated transportation solution to this problem. For cycling to be a sustainable mode of transport it must be all inclusive. However, there are some identifiable barriers which prevent certain groups in society from cycling.
