Timely delivery of construction projects is an important priority for most building clients, particularly for those operating in the private sector. Construction projects, however, rarely run like clockwork and schedule overruns are commonplace. This study reviews various issues regarding time-management by contract administrators and quantity surveyors on ‘traditionally’ procured building contracts, with specific reference to the Irish RIAI and PW-CF-1 Contracts. The review examines commencement, progress and completion issues related to these contracts. In both the Geographic Information (Geo) and Building Information Modelling (BIM) domains, it is widely acknowledged that the integration of data from both domains is beneficial and a crucial step in facing the multi-disciplinary challenges of our built environment. The overall aim of this study is to develop innovative precast cladding panels for the renovation of Europe’s existing building stock thereby improving their energy performance. Using the mass of a building to store heat and/or cold can reduce the demand on the auxiliary heating and/or cooling systems and hence reduce the overall energy demand of the building. This study explores why timber is underutilised in the Irish construction industry, given its environmental properties. Defined literature discourse (framed by two timber exemplar case study buildings and themed into procurement, policy and academic sections) is analysed in pursuit of factors that meet the research question. The literature data collected is used to formulate action-based research in the form of a “Wood First” motion, subsequently passed into policy by South Dublin County Council in July 2017.
