Land Values As A Source Of Local Government Finance, Tom Dunne
Land Values As A Source Of Local Government Finance, Tom Dunne
Books/Book Chapters
Funding local government has been a permanent feature of debates about public policy in Ireland and Many feel that the balance of power between local and central government is weighted too much in
This paper suggests that the concept of economic rent, on which the justification for property taxes rests and its relevance to the property market in a modern, economically successful and urbanised Ireland, needs to be vented, discussed and debated.
The proposition is that if a greater understanding was created about the economic characteristics of landed property both value capture and local property taxes would achieve greater public …

The objectives behind the Henrietta Street Conservation Plan are to re-affirm the significance of Henrietta Street; to identify the issues that undermine the importance of the street and to set out policies aimed at protecting the aspects of the street which are of importance into the future.

Futures Thinking To Achieve Sustainable Development At Local Level In Ireland, Lorcan Sirr, Ruth Kelly, John Ratcliffe

We are living in times of unprecedented global change and upheaval and over the next ten to 20 years governments, organisations and individuals will face increasing difficulties in an environment of growing complexity, heightened uncertainty and a quickening pace of change. The concept of sustainable development implies the reconciliation of long-term socio-economic development, environmental protection and quality of life; essentially it is concerned with the future. Unfortunately, the potential for linking “futures thinking” to debates about sustainable development at local and regional government levels is relatively undeveloped, particularly in Ireland. Responding to this challenge, The Futures Academy at Technological University …

Ireland, like many other countries with high rates of economic growth, is urbanising rapidly. There has been considerable emphasis on planning for this through the National Development Plan, the National Spatial Strategy, development guidelines and other measures. Through these the state intends that a proper planning process will lead growth rather than leaving it to market forces to drive development in what are regarded as undesirable directions. The latter it is feared will lead to unsuitable social, economic or physical outcomes. Unintended results have flowed from the implementation, or flawed implementation of many of these policies and have given rise …

The technological revolution has resulted in fundamental changes as to how and where people work, live and play in modern day society. This has been coupled with unprecedented growth in certain developed countries and has culminated in the creation of new economies based on service provision. Such change has brought with it challenges commonly associated with unpredicted growth; traffic congestion, urban sprawl, the abandonment of inner cities, poor access to education and a perceived lack of affordable housing. However, people now want fewer hours in traffic and more opportunities to enjoy green space, and housing that is both affordable and …

Contemporary cities can be characterised by a high pace of change and the growing complexity of their systems. Technological, economic and social evolution brings transformation that needs to be dealt with and accommodated in order to sustain consistent harmonious growth. Many cities are not prepared to adapt to these changes. This results in a vast range of urban problems. The rapid growth of Dublin during the last decade has intensified infrastructural and transportation problems. A number of institutions have been addressing these difficulties through the application of various solutions. This paper presents an attempt to address the lack of efficient …

Architects: take a serious look at your demographics. While other professions are making strides to represent the diversity of America's population, yours lags markedly behind. Most U.S. architecture schools began admitting women and minorities between 1965 and 1972, but many who completed architecture degrees in the interim haven't yet received professional licensure. The ranks of licensed architects remain mainly white and mainly male, which denies society fair representation in shaping the built environment. Consider that African-American females comprise roughly 7% of the U.S. population but less than 0.2% of licensed architects; they've achieved proportionally higher success in law, medicine, and …

Imagineering Cities: Creating Liveable Urban Futures In The 21st Century, John Ratcliffe, Elzbieta Krawczyk

The 21st century is fast being recognised as the ‘century of cities’. More than half of the world’s population lives in cities now, and the importance of efficient urban land use and ‘smart’ development has become ever greater over recent decades. Cities are the key centres of human activity and the engines of economic growth in the world today. A world which has been drastically transformed by rapid technological change, expanding globalisation, profound cultural shifts and new economic perspectives. One, moreover, bring a whole range of fresh opportunities and challenges. Traditional ways in which cities were planned and managed increasingly …

We are living in times of turbulence and complex changes without precedent in history. It is becoming increasingly evident that humans are an intrinsic component of nature in that their actions affect both the biotic and abiotic environments, and are in turn affected by everything that shapes those environments. In evolutionary terms, population growth, societal restructuring, exhaustion of natural resources and technological advancements have usually been so slow as to be indiscernible during an individual lifetime. However, in the past two centuries the global economy has shown exponential growth, transforming the character of the planet and especially of human life …
