Completed as a part of CRP 425 bicycle and pedestrian planning, led by Dr. William Riggs, this planning project assessed the Herbert Hoover Elementary site and Charleston corridor in the City of Palo Alto with an aim to bring a complete streets strategy to the area. The plans recommend improved accessibility for bicycles and pedestrians along Charleston Road including modal separation between bicyclists and pedestians, improved vehicular flows to mitigate vehicular traffic congestion during peak hours and increased innovation in safety features to prevent pedestrian-vehicle conflicts.

This study outlines work completed as a part of the CRP 463 senior capstone class outlining a new, comprehensive approach to active transportation on the Cal Poly campus. Led by Dr. William Riggs the project assessed the current conditions, identified opportunities and constraints and then developed conceptual options for a campus active transportation plan. In addition to this process the plan involved completion of a draft Bicycle Friendly University application for the Cal Poly campus (included as a supplemental file) and envisioned conceptual design options for various locations on the campus. The Cal Poly Climate Action Plan (PolyCAP) is designed to achieve the California State University (CSU) Chancellor’s mandate to reduce greenhouse gas (GHG) emissions to 1990 levels by 2020 and 80% below 1990 levels by 2040 (CSU, 2014). California Polytechnic State University, San Luis Obispo (Cal Poly) Facility Management and Development (FM&D) and the City and Regional Planning (CRP) Senior Community Planning Laboratory developed the PolyCAP during the Fall 2015 and Winter 2016 quarters, with editing and refinement in subsequent quarters. This report resulted from an academic exercise by a team of graduate-level students from Cal Poly San Luis Obispo’s City and Regional Planning Department during the Spring Quarter, 2016. With the support and encouragement of the City of Buonaventura, the team proposed a development concept and an urban design concept plan for the Midtown that explore the notion of wellness in a holistic manner, and are consistent with the General Plan and the city’s economic strategy.

In the spring of 2015, City & Regional Planning faculty conducted a campus-wide transportation survey as part of work on the campus Climate Action Plan. The survey represented spring 2014 commutes and was issued to a sample of full and part-time CalPoly faculty, staff, students and auxiliaries with assistance from Facilities Services and the Vice President for Administration and Finance.

The total number of responses was 3,961, roughly 17% of the entire campus population of roughly 23,000. Unsurprisingly, the majority of respondents were students, totaling 68.6%, while the rest were made up of faculty, staff, and visitors. Results are significant …

Managing these places presents a challenge in providing top-tier environmental stewardship, while also accommodating passive recreational use and access, in an era of fiscal limitations and competing priorities. Given that reality and the changing population dynamics in the US, providing equal access to these facilities is of increasing importance, whether by car, bike, on foot or via public transit. Cargo bikes are becoming increasingly available in the United States with vendors such as Yuba, Trek, XtraCycle, and Marin all offering platforms. While a large body of research has continued to investigate traditional bike transportation, cargo bikes offer the potential to capture trips for those that might otherwise be made by car. To investigate this, a survey was conducted querying how use and travel characteristics changed upon cargo bike ownership (N = 299; 95% Confidence Interval +/-6%).

Shandon is a small community located about twenty miles east of Paso Robles in northern San Luis Obispo County. The town is adjacent to state Highway 46, and its main street, Centre Street, is also a state route—Highway 41—which runs through the center of town. The town’s population is growing, and currently totals about one thousand residents. The town’s population comprises two main groups; there are roughly equal numbers of Latino and white residents living in Shandon.
