Trolley Line Trail Creative Placemaking Plan, Courtland Caldwell

Master of Urban and Regional Planning Capstone Projects

The Trolley Line Trail is a planned multi-use trail along the historic Richmond-to-Ashland Trolley corridor. The purpose of this plan is to identify potential creative placemaking locations and installations to highlight the trolley's unique past and present. This plan sets forth a vision for creative placemaking by gathering community feedback, analyzing properties along the Trolley Line Trail, and making recommendations for placemaking and public art. Ultimately, the recommendations laid out in this plan aim to preserve and acknowledge the community's unique identity while creating a safe, accessible experience for all users.

Incrementalism is a growing movement within multiple design disciplines that approaches design with sustainable, social, and resilient aims structured around participatory, infrastructural, and phased approaches to design. Carefully considered structural and independent infrastructural frameworks allow infill and accretion according to the demands and needs of individuals and communities. This paper outlines the theories, case studies, and conditions driving incrementalism. My research has informed my project proposal for an incremental upgrade of a slum located in Jakarta using a phased, soft infrastructural, resident facilitated upgrade and development strategy creating new housing units, productive landscapes, and urban form. There is a gap between being an architecture student in western countries and working as an architect in underrepresented communities. Architect Teddy Cruz defines the role of an activist architect as "expanded mode of practice", and the task of "deigning the protocols or the interfaces between communities and spaces".

The intent of this thesis is to challenge our society’s existing options for the care and processing of the deceased, and to design a space and a ritual which are both deeply meaningful and ecologically beneficial. The community for whom this architecture is designed currently lacks the religious or cultural rituals which would otherwise guide them through the process of laying of their loved ones to rest. This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. Assessing Impermeable Surface Area Impacts On Modeling: Implications For The Combined Sewer Overflow Long Term Control Plan In Omaha, Nebraska, Andrew D. Szatko

Community and Regional Planning Program: Professional Projects

The report looks at assessing the accuracy of estimating impervious surface areas (ISAs) by zoning code, the method utilized by the City of Omaha, Nebraska. A 101 acre subcatchment had all ISAs manually digitized and compared the actual with the estimated value. The subcatchment was then modeled with 10 percent decreases of ISAs to establish the relationship with peak flow rates and total volume in the combined sewer service area. The results show a significant relationship between the two that may provide insights into a new approach to manage CSO events with the integration of green infrastructure.

Abstract:
For the senior capstone project at the University of Massachusetts, this student completed a conceptual site design project for the City of Greenfield. The City of Greenfield wishes to redevelop the Brownfield site, currently known as the Bendix Property, into an eco- industrial park. Working closely with the City’s officials, the student created a realistic vision for the site. After twenty years of soil and groundwater treatment, the site is ready to come back to life. The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions.
