Current mental health statistics for US active duty and Veteran members justify research into the causes and remedies for those plagued with negative mental health outcomes. Contingency bases are often located in remote areas with limited access to established infrastructure grids. This isolation leads to standalone systems comprised of inefficient, resource-dependent infrastructure, which yields a significant logistical burden, creates negative environmental impacts, and increases costs. Planners can mitigate these negative impacts by selecting sustainable technologies. However, such alternatives often come at a higher procurement cost and mobilization requirement. Accordingly, this study aims to develop and implement a novel infrastructure sustainability assessment model capable of optimizing the tradeoffs between environmental and economic performance of infrastructure alternatives.

Thermal building insulation has traditionally been viewed as a means to reduce thermal conductivity through the building envelope. Builders typically choose the least expensive material which meets the specifications in order to remain competitive. Other factors regarding long term health and environmental consequences are typically dismissed. The Leadership in Energy and Environmental Design (LEED) Building Assessment System is a performance-based tool for determining the environmental impact of a facility from the whole-building perspective. Taking this vision into account, the individual credits that comprise LEED are designed to reward design teams for employing sustainable design strategies that reduce the total environmental impact across several sustainability issues. This study analyzed projects that have been certified in LEED for New Construction (LEED-NC) versions 2.0 and 2.1. The 2007 Air Force Sustainable Development and Design Policy mandates the use of Leadership in Energy and Environmental Design (LEED ) criteria for military construction projects. Additionally, the policy authorizes adding two percent of the original building budget to the total building budget in order to fund the resulting sustainable design costs. To determine if the specific sustainable design goals of this policy had statistical support in the population of LEED certified buildings, the author gathered construction, cost, and utility data on a sample of 160 LEED certified buildings. New growth within established communities puts undue pressure on existing infrastructure which in turn, drives tax rate increases for all residents to cover. However, there are sustainable methods that municipalities can turn to that diminishes the local impacts of new growth on the community. Based on the absorptive nature of green roofs, the delayed release of stored rainfall volume diminishes the instances of combined sewer outflows as well as reduces the need for increased infrastructure to convey and treat stormwater discharge. This study’s purpose is to determine if using green building design would have resulted in life cycle costs savings for the United States Air Force. Green designs are those that employ steps to mitigate the impacts facilities have on the environment by using resources more efficiently than conventional design. The purpose of this research was to improve the effectiveness of facility design and construction for expeditionary installations in the Middle East. Specifically, this thesis sought to answer three research questions addressing current military construction policies as well as historical design of desert dwelling cultures, a comparison of current construction assemblies with indigenous design, and synthesis of indigenous design techniques with modern materials, techniques, and requirements. The Department of Defense (DoD) has hundreds of thousands of facilities in its inventory, which consume billions of BTUSs of energy per year. Much of that energy is used to heat and cool the facility, and a great deal of this energy is lost through the building envelope. The United States Air Force maintains thousands of facilities around the world. Many of these facilities have asphalt built up roofs or some other less than sustainable roofing system. In an effort to find roofing systems suitable for Air Force facilities that are both economically and environmentally friendly, this thesis investigated vegetated roofing as a possible alternative to conventional roofing systems. While vegetated roofs are a relatively new roofing system, they exhibit performance qualities that seem to be in line with Air Force needs. The Air Force has adopted the United States Green Building Council's Leadership in Energy and Environmental Design (LEED™) Green Building Rating System as the preferred self-assessment metric for sustainable development. LEED™ is designed for new construction and major renovations, and, within the Air Force, is most applicable for Military Construction (MILCON) projects.
