The Nebraska state department of economic development, just like any other state’s department of economic development in the United States receives funding for economic development programs. These programs are mostly geared toward revitalizing economic situations of villages, cities or counties that are under economic distress. The purpose of this paper is to assess how the Nebraska Department of Economic Development (NEDED) currently measure distress in Nebraska Counties, and develop composite distress indexes that might improve the measure, interpretation and use of Economic distress index to help in their allocation of Economic development resources to Nebraska counties.

Through historic archival research, this study focuses on the works of Florida architect Addison Mizner (1872-1933), credited with bringing Spanish/Mediterranean Revival architecture to Palm Beach, Florida in the early 20th century. This thesis is the first to study the works of Mizner through the perspective of his personal scrapbooks. In a state of advanced deterioration, Mizner’s scrapbooks are currently housed in Society of the Four Arts, King Library in Palm Beach, Florida. While a rare and treasured source of their own accord, the importance of the scrapbooks is elevated by the fact that many of Mizner’s buildings have been …

The current classroom acoustics standard (ANSI S12.60-2010) recommends core learning spaces not to exceed background noise level (BNL) of 35 dBA and reverberation time (RT) of 0.6 second, based on speech intelligibility performance mainly by the native English-speaking population. Existing literature has not correlated these recommended values well with student learning outcomes. With a growing population of non-native English speakers in American classrooms, the special needs for perceiving degraded speech among non-native listeners, either due to realistic room acoustics or talker foreign accent, have not been addressed in the current standard. Building services equipment often produce noise with prominent tones that can lead to complaints from occupants in the built environment. Previous studies have investigated human perception to tones in noise but it is still unclear at what threshold of prominence these tones lead to human annoyance. The goal of this research is to apply two different methods towards defining thresholds of annoyance to two tonal frequencies: 125 Hz and 500 Hz. Beginning in 2008, The City of Lincoln, Nebraska set forth efforts to reduce pollutant loads within Antelope Creek below U.S. Environmental Protection Agency (EPA) criteria with the goal of eventually having segments of the stream removed from the Clean Water Act 303(d) list of impaired waters. Early efforts focus on channel improvements made as part of the Antelope Valley Project to increase the flood carrying capacity of the Creek. Prominent tones in noise generated by mechanical equipment in buildings can cause complaints from occupants in buildings. The ISO 1996-2 and ANSI S1.13 standards describe methodologies and metrics to quantify tonality perception, but the influence of tones in noise on human annoyance and performance is not fully understood yet. This paper investigates annoyance responses of humans while exposed to background noise with tonal components. Twenty participants completed digit span tasks while exposed to noise signals with differing levels of tones and overall loudness. In a previous study by the authors, reverberation time (RT) and background noise level (BNL) were both found to have negative effects on native and non-native English-speaking listeners in comprehending English speech produced by native American-English-speaking talkers. Comprehension scores were adjusted for listeners’ baseline English proficiency levels. In the present study, instead of native English-speaking talkers, two native Mandarin Chinese talkers (one male, one female) with similar English spoken proficiency were recruited to produce the same speech materials used in the previous study. The movement for improved classroom acoustics has primarily been grounded on studies that show how building acoustics (i.e. background noise levels and room reverberation) affect speech intelligibility, as determined by speech recognition tests. What about actual student learning, though? If students do not understand each spoken word in the classroom perfectly, can they still manage to achieve high scholastic success? The focus of this study is the element of daylight in preschools and its social and cognitive effects on preschoolers. The current study is a correlational study that assesses infants’ social and cognitive developments, and daylight in preschool classrooms. Participants were 69 children (30 boys and 39 girls), aged from four to five, who enrolled in two different early childhood facilities in Van in Turkey. It was hypothesized that preschoolers’ social and cognitive skills would be correlated with daylight in preschool classrooms. This research project focuses on investigating the effects of synthetic fibers (PET) and amount of cement stabilization on the water absorption, water surface erosion, and wet compressive strength of the compressed stabilized earth blocks (CSEB). The use of locally available soils blended with fibers and cement was investigated to obtain a design mix for compressed stabilized earth blocks capable of staying intact in wet and humid regions in the world (i.e. regions with annual rainfall of over 50 in). In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. In this study, I used cultural vitality indicators as a tool to evaluate the cultural resources of cities in the United States. This study combined statistical analyses, field investigations and numerical groundwater flow modeling to quantify the connectivity between the Elkhorn River and its adjacent aquifers in Nebraska. The Mann-Kendall trend tests were conducted to detect increasing or decreasing tendencies on the time series data of streamflow, which were collected from eighteen gauging stations in the Elkhorn River and its tributaries. Decreasing trends were not found in the annual streamflow data.

Field investigation of streambed hydraulic properties was performed in the Elkhorn River near Winslow and Norfolk. Vertical hydraulic conductivities (Kv) of the shallow streambed sediments were obtained by …

Do green roofs and green walls have aesthetic benefits? Most green roof proponents would say so. But what are they and how do they relate to green roof design in terms of species selection, planting arrangement, viewable context, access, maintenance and other factors? Aesthetics according to the Green Roof Design 101 Manual 2nd Ed (GRHC 2006) provides “pleasure- and psycho-physiologically-oriented benefits” but, this narrow understanding suggests that the aesthetic potential of green roofs is limited to what one might experience looking upon any garden.
