Intersectionality And Planning At The Margins: Lgbtq Youth Of Color In New York, Clara Irazabal, Claudia Huerta Jan 2015

Intersectionality And Planning At The Margins: Lgbtq Youth Of Color In New York, Clara Irazabal, Claudia Huerta

Clara Irazabal

Through an intersectional lens, this article reflects on the dialog between planning and gender, feminist, and queer studies to analyze the lesbian, gay, bisexual, transgender, and queer (LGBTQ) youth of color (YOC) community in New York City (NYC). The community is subject to multiple disenfranchisements, given their ethno-racial status, class, age, gender, and sexual orientation. This community's limited access to safe public spaces and amenities, housing, health services, job training, and other opportunities is an urban planning challenge insufficiently understood or addressed. Our methodology includes participant observation and analysis of an LGBTQ YOC tour of West Village in NYC, interviews …

Introduction: What Do We Mean By 'Transbordering Latin Americas', Clara Irazabal Jan 2014

Introduction: What Do We Mean By 'Transbordering Latin Americas', Clara Irazabal

Clara Irazabal

This book, Transbordering Latin Americas: Liminal Places, Cultures, and Powers (T)Here, explores transbordering/transnational Latin American sociocultural and spatial conditions across the globe and across scales—from the gendered and racialized body to the national and transnational arena. What do we mean by “transbordering Latin Americas”? When we use the plural Latin Americas, we purposefully implode the notion of a unified, cohesive, and static Latin America and a corresponding singular identity—a way of being or being perceived as Latin American. The phrase “transbordering Latin Americas” thus comprises instances of that which can be defined as “Latin American” (which is, in turn, open …

Transbordering Planning: Esempi Dalle Americhe Latine, Clara Irazabal Jan 2014

Transbordering Planning: Esempi Dalle Americhe Latine, Clara Irazabal

Clara Irazabal

Desenho Urbano, Planejamento E Politicas De Desenvolvimento Em Curitiba, Clara Irazabal

Clara Irazabal

Historical Overview Of Latinos And Planning In The Southwest: 1900 To The Present, Clara Irazabal, Ramzi Farhat Jan 2012

Historical Overview Of Latinos And Planning In The Southwest: 1900 To The Present, Clara Irazabal, Ramzi Farhat

Clara Irazabal

The historical experience of Latino communities is marked by segregation, poverty, and discrimination. Through a critical understanding of the effects of cultural, economic, and governance processes on urbanization patterns, placemakers start to reverse these effects in the contemporary moment. This chapter presents an account of the challenges, opportunities, and agents of change in the three historical periods of pre-Second World War, post-war, and in contemporary Latino communities, with a focus on Mexican Americans in the US Southwest.1 As with black communities in the South, for decades urban planning facilitated the segregationist management of Latino neighborhoods and proceeded unabated through the …

Rio will host a number of mega-events in the next five years, including the 2014 FIFA World Cup and 2016 Summer Olympics Games, and is …

Immigration And Integration Religious And Political Activism For/With Immigrants In Los Angeles, Clara Irazabal Jan 2011

Immigration And Integration Religious And Political Activism For/With Immigrants In Los Angeles, Clara Irazabal

Clara Irazabal

Although the role of religion in the lives of immigrants has recently been a subject of interest by scholars, there has not been much focus on the importance of the religio-political activism of faith-based and community organizations in favour of immigrants. This article focuses on a religious congregation, Immanuel Presbyterian Church, and a community-organizing network, the Salvadoran American National Association, to demonstrate how religion is actively promoting and aiding political engagement on behalf of and with immigrants in Los Angeles, with a particular, although not exclusive, focus on immigrants of Latino origin, who comprise the lion’s share of immigrants in …

Transforming Subjectivities: Service That Expands Learning In Urban Planning, Clara Irazabal, Susan C. Harris Jan 2011

Transforming Subjectivities: Service That Expands Learning In Urban Planning, Clara Irazabal, Susan C. Harris

Clara Irazabal

In a recent service-learning course we taught at the University of Southern California (USC), our goal was the 'transformation of subjectivity", as students traversed their own paths from students to professionals, learners to doers and coeducators, and from experts to collaborators. Our intent was to minimize the boundaries separating classroom and community. We encouraged students to bridge the gap between disciplines (urban planning, public policy, public management, public administration, and real estate) and sought to help them become collaborative and socially responsible professionals. We also tried to change the role that community partners usually play in service-learning partnership. Many public …

Review Of Taming The Disorderly City: The Spatial Landscape Of Johannesburg After Apartheid, By Martin J. Murray, Clara Irazabal Jan 2011

Review Of Taming The Disorderly City: The Spatial Landscape Of Johannesburg After Apartheid, By Martin J. Murray, Clara Irazabal

Clara Irazabal

Murray has produced a mesmerizing account of Johannesburg as an iconic neoliberal city of despicable inequality and polarization. According to his portrayal, the blatantly racist spatial regime of apartheid Johannesburg has given way, in the post-apartheid era, to a classist spatial war against the poor.

Ethnoscapes, Clara Irazabal Jan 2011

Ethnoscapes, Clara Irazabal

Clara Irazabal

Although the urban planning and design literature extensively explores the intersection of race and space, much less work has been done on the study of ethnicity and space, an interrelation I refer to as producting ethnoscapes. This chapter discusses the emergence of ethnoscapes as contemporary spatial typologies, heightened by the new global socio-economic order. The chapter analyzes different processes of ethnicization of space, particularly focusing on Latina/o ethnoscapes in the United States. Latina/os have distinctively used processes of territorializing, regulating, and symbolizing place to sustain distinctive communities flavored by ethnic business and social associations (Arreola 2002; Aguilar San Juan 2005; …

Golden Geese Or White Elephants? The Paradoxes Of World Heritage Sites And Community-Based Tourism Development In Agra, India, Clara Irazabal, Surajit Chakravarty Jan 2011

Golden Geese Or White Elephants? The Paradoxes Of World Heritage Sites And Community-Based Tourism Development In Agra, India, Clara Irazabal, Surajit Chakravarty

Clara Irazabal

This study examines the relationship between World Heritage Sites (WHSs) and local community development in Agra, India. We investigate two interrelated themes: the role of planning in developing the tourism potential of the Taj Mahal and other WHSs in Agra, and the impact of the WHS framework on the development of the city. We analyze the weaknesses of the institutions and agencies responsible for Agra’s inability to convert the development potential created by its three WHSs into significant economic, community and infrastructure improvements. The Agra case reveals a set of developmental paradoxes, whereby the restructuring of the tourist industry induced …

Review Of Immigration And Integration In Urban Communities: Renegotiating The City, Ed. Lisa Hanley, Blair Ruble, And Allison Garland, Clara Irazabal

Clara Irazabal

This book challenges the prevailing, counterpoising paradigms of immigration studies and integration strategies -- multiculturalism and assimilationism -- by noting that host communities are not as static and migrants are constantly evolving, reacting and adapting to each other.

Promised Land? Immigration, Religiosity, And Space In Southern California, Clara Irazabal, Grace Dyrness Jan 2010

Promised Land? Immigration, Religiosity, And Space In Southern California, Clara Irazabal, Grace Dyrness

Clara Irazabal

This article looks at how immigrants and their supporters appropriate and use religious space and other public spaces for religious and socio-political purposes in Southern California. While the everyday living conditions of many immigrants, particularly the unauthorized Latino immigrants, force unto them an embodied disciplinarity that maintains spatialities of restricted citizenship, the public appropriations of space for and through religious practices allow for them –even if only momentarily –to express an embodied transgression. This practice in public space helps realize spaces of freedom and hope, however ephemerally. Potentially, these rehearsing exercises can help revert internalized disempowering subjectivities and create social …

Transnational Meanings Of La Virgen De Guadalupe: Religiosity, Space And Culture At Plaza Mexico, Clara Irazabal, Macarena Gomez-Barris Jan 2009

Transnational Meanings Of La Virgen De Guadalupe: Religiosity, Space And Culture At Plaza Mexico, Clara Irazabal, Macarena Gomez-Barris

Clara Irazabal

In this paper, we examine Plaza Mexico in Lynwood, California, a magnet for Latino communities from throughout the greater Los Angeles region, to show immigrants' use of space to produce transnational communities as coherent. One of the key ways that immigrant identity is formed in this space is through cultural religiosity. Despite the fact that Plaza Mexico is a shopping mall, the place gathers participation from Mexican immigrants and Latinos of other national origins at key times of religious expression during the year. Following what Holloway calls 'enchanted space', we analyse the Day of the Dead celebration (2 November) and …

Urban Design, Planning, And The Politics Of Development In Curitiba, Clara Irazabal Jan 2009

Urban Design, Planning, And The Politics Of Development In Curitiba, Clara Irazabal

Clara Irazabal

Over the past several decades, Curitiba, Brazil has been referred to as an environmentally sustainable ¨model city¨and as a remarkable example of both a succesful urban planning process and a large array of urban design projects that are attractive, innovative, functional, cost'effective, and replicable. This chapter examines urban design and planning projects and processes in Curitiba since the 1960s, and shows many reasons why the city deserves praiseÑ an effective and continuous planning process has guaranteed efficiency in public transit, historic andcultural preservation, a revitalized and pedestrian'friendly downtown, effective environmental programs, and a series of urban design and architectural catalyst …

Realizing Planning's Emancipatory Promise: Learning From Regime Theory To Strengthen Communicative Action, Clara Irazabal Jan 2009

Realizing Planning's Emancipatory Promise: Learning From Regime Theory To Strengthen Communicative Action, Clara Irazabal

Clara Irazabal

This article informs communicative action theory with insights from urban regime theory. The synthesis proposes a model of planning that is more comprehensive in its treatment of the linkages between planning and governance and helps advance the creation of network power, emancipatory knowledge, empowering subjectivities, and spaces of solidarity. The article then discusses the merits of these insights in the context of a categorization of planning into traditional, democratic, advocacy, and incremental approaches.

One Size Does Not Fit All: Land Markets And Property Rights For The Construction Of The Just City, Clara Irazabal Jan 2009

One Size Does Not Fit All: Land Markets And Property Rights For The Construction Of The Just City, Clara Irazabal

Clara Irazabal

This essay reflects on alternative urban markets and property right systems in some Latin American countries. What becomes clear is that one size does not fit all: land markets and property rights are multifaceted and their conception and implementation should be context-sensitive. In recent experiments and proposals in Brazil, El Salvador and Venezuela, among other countries, they are being used as instruments for the expansion of rights to the city and the construction of the just city.

Planificación Y Diseño Urbano Y Regional En Curitiba: El Último Medio Siglo, Clara Irazabal Jan 2009

Planificación Y Diseño Urbano Y Regional En Curitiba: El Último Medio Siglo, Clara Irazabal

Clara Irazabal

Latino Communities In The United States: Place-Making In The Pre-World War Ii, Post-World War, And Contemporary City, Clara Irazabal, Ramzi Farhat

Clara Irazabal

Scholarship on Latino communities in the United States has yet to catch up with the rapid growth of this ethnic population in the country. Understanding the Latino urban experience and developing plans to better respond to both the needs of Latino communities and their integration within society is not only relevant, but also urgently necessary. Using the city of Los Angeles as a main lens, in addition to a general look at the urban Southwest, we contribute to the scholarship on the subject with a review of literature on Latino communities. We structure the review as an assessment of the …

Entertainment-Retail Centres In Hong Kong And Los Angeles: Trends And Lessons, Clara Irazabal, Surajit Chakravarty Jan 2007

Entertainment-Retail Centres In Hong Kong And Los Angeles: Trends And Lessons, Clara Irazabal, Surajit Chakravarty

Clara Irazabal

This paper examines the evolution and recent trends in the design of Entertainment Retail Centres (ERCs) in Los Angeles and Hong Kong. Most of the literature on spaces of consumption and leisure deals with economic reasons for the development of these spaces, and with the social, cultural, and political implications of the phenomenon. There are limitations to this approach that this study addresses. First, there has been a lack of attention to processes of globalization in the analysis of these spaces. Furthermore, a largely US-centred approach has left out an understanding of the significance of the ERC phenomenon in other …

Kitsch Is Dead, Long Live Kitsch: The Production Of Hyperkitsch In Las Vegas, Clara Irazabal Jan 2007

Kitsch Is Dead, Long Live Kitsch: The Production Of Hyperkitsch In Las Vegas, Clara Irazabal

Clara Irazabal

This study investigates the production ofhyperreality and kitsch in the latest generation of hotel-casino developments in Las Vegas. In these environments, visual imagery is manipulated for the creation of spectacle and a sense of alienation from time and reality. This suspension of real time and space is aimed at both facilitating the production of a simulated environment as "natural" and producing ideal sites for pleasure and consumption. Building upon the concepts of hyperreality and kitsch, this study proposes the framework of hyperkitsch to understand Las Vegas ' contribution to contemporary urbanization. Through four case studies, this paper suggests that the …

Bounded Tourism: Immigrant Politics, Consumption, And Traditions At Plaza Mexico, Clara Irazabal Jan 2007

Bounded Tourism: Immigrant Politics, Consumption, And Traditions At Plaza Mexico, Clara Irazabal

Clara Irazabal

Conceived and owned by Korean investors, the shopping mall Plaza Mexico in Southern California embodies a unique case of invention and commodi!cation of traditions for locally-bound immigrants and US citizens of Mexican descent, showing the force of the contemporary processes of deterritorialisation and reterritorilisation of identities and the recreations of imagined conceptions of homeland. The Plaza is a unique architectural recreation of Mexican regional and national icons that make its patrons feel ‘as if you were in Mexico’. Plaza Mexico produces a space of diasporic, bounded tourism, whereby venture capitalists opportunistically reinvent tradition within a structural context of constrained immigrant …

Neighbourhoods In The Lead: Grassroots Planning For Social Transformation In Post-Katrina New Orleans?, Clara Irazabal, Jason Neville Jan 2007

Neighbourhoods In The Lead: Grassroots Planning For Social Transformation In Post-Katrina New Orleans?, Clara Irazabal, Jason Neville

Clara Irazabal

The article offers insights about the potential for broader democratic transformation in post-Katrina New Orleans vis-a`-vis its autonomous grassroots planning process, surveying some of these neighbourhoodbased processes (to the extent possible, considering their ongoing nature). Our point of departure is the acknowledgement that, in the absence of an effective governing coalition capable of creating stability and a political mandate for effective planning, the onus of planning has, to a great extent, been relegated to, or taken over by, the communities themselves. In this context, the widespread ‘taste’ of autonomous democratic place-making could trigger a wider sociopolitical transformation, resulting in a …

Localizing Urban Design Traditions: Gated And Edge Cities In Curitiba, Clara Irazabal Jan 2006

Localizing Urban Design Traditions: Gated And Edge Cities In Curitiba, Clara Irazabal

Clara Irazabal

Gated communities and edge cities are new forms of space production and consumption that promote changes in the character of public space and citizens’ participation in public life. This study unveils the phenomena of their creation as a paradoxical attempt to return to community. Curitiba’s examples of gated communities and edge cities show that, despite being internationally showcased as a model of good planning and urban design, this metropolis has not been immune to the global capital pressures and urban design tendencies occurring in many urban areas throughout the world, thus signalling both the currency and trans-nationality of these issues.

Models Of Urban Governance And Planning In Latin America And The United States: Associationism, Regime Theory, And Communicative Action, Clara Irazabal Jul 2004

Models Of Urban Governance And Planning In Latin America And The United States: Associationism, Regime Theory, And Communicative Action, Clara Irazabal

Clara Irazabal

In many American and Latin American cities alike, urban governance and planning are either in urgent need of reform or are currently undergoing haphazard reform. In many cases, innovative attempts to implement reforms have failed because the inability of cities to develop their 'civic capacity' -- the capacity to build and maintain broad social and political multi-sectoral coalitions in pursuit of common goals. This article argues that these significant points of convergence are productive building blocks for the construction of more generalizable models of urban governance and planning in democratic cities in the Americas and beyond. It situates coalition and …
