Through an intersectional lens, this article reflects on the dialog between planning and gender, feminist, and queer studies to analyze the lesbian, gay, bisexual, transgender, and queer (LGBTQ) youth of color (YOC) community in New York City (NYC). The community is subject to multiple disenfranchisements, given their ethno-racial status, class, age, gender, and sexual orientation. This community's limited access to safe public spaces and amenities, housing, health services, job training, and other opportunities is an urban planning challenge insufficiently understood or addressed. The historical experience of Latino communities is marked by segregation, poverty, and discrimination. Through a critical understanding of the effects of cultural, economic, and governance processes on urbanization patterns, placemakers start to reverse these effects in the contemporary moment. This chapter presents an account of the challenges, opportunities, and agents of change in the three historical periods of pre-Second World War, post-war, and in contemporary Latino communities, with a focus on Mexican Americans in the US Southwest.1 As with black communities in the South, for decades urban planning facilitated the segregationist management of Latino neighborhoods and proceeded unabated through the …

The Porto Maravilha Studio represents the work of seven Masters in Urban Planning students from Columbia University Graduate School of Architecture, Planning and Preservation with the guidance of their instructors. Although the role of religion in the lives of immigrants has recently been a subject of interest by scholars, there has not been much focus on the importance of the religio-political activism of faith-based and community organizations in favour of immigrants. In a recent service-learning course we taught at the University of Southern California (USC), our goal was the 'transformation of subjectivity", as students traversed their own paths from students to professionals, learners to doers and coeducators, and from experts to collaborators. Our intent was to minimize the boundaries separating classroom and community. We encouraged students to bridge the gap between disciplines (urban planning, public policy, public management, public administration, and real estate) and sought to help them become collaborative and socially responsible professionals. Although the urban planning and design literature extensively explores the intersection of race and space, much less work has been done on the study of ethnicity and space, an interrelation I refer to as producting ethnoscapes. This chapter discusses the emergence of ethnoscapes as contemporary spatial typologies, heightened by the new global socio-economic order. The chapter analyzes different processes of ethnicization of space, particularly focusing on Latina/o ethnoscapes in the United States. This study examines the relationship between World Heritage Sites (WHSs) and local community development in Agra, India. We investigate two interrelated themes: the role of planning in developing the tourism potential of the Taj Mahal and other WHSs in Agra, and the impact of the WHS framework on the development of the city. We analyze the weaknesses of the institutions and agencies responsible for Agra’s inability to convert the development potential created by its three WHSs into significant economic, community and infrastructure improvements. This article looks at how immigrants and their supporters appropriate and use religious space and other public spaces for religious and socio-political purposes in Southern California. While the everyday living conditions of many immigrants, particularly the unauthorized Latino immigrants, force unto them an embodied disciplinarity that maintains spatialities of restricted citizenship, the public appropriations of space for and through religious practices allow for them –even if only momentarily –to express an embodied transgression. This practice in public space helps realize spaces of freedom and hope, however ephemerally. In this paper, we examine Plaza Mexico in Lynwood, California, a magnet for Latino communities from throughout the greater Los Angeles region, to show immigrants' use of space to produce transnational communities as coherent. One of the key ways that immigrant identity is formed in this space is through cultural religiosity. Despite the fact that Plaza Mexico is a shopping mall, the place gathers participation from Mexican immigrants and Latinos of other national origins at key times of religious expression during the year. This article informs communicative action theory with insights from urban regime theory. The synthesis proposes a model of planning that is more comprehensive in its treatment of the linkages between planning and governance and helps advance the creation of network power, emancipatory knowledge, empowering subjectivities, and spaces of solidarity. The article then discusses the merits of these insights in the context of a categorization of planning into traditional, democratic, advocacy, and incremental approaches.

This essay reflects on alternative urban markets and property right systems in some Latin American countries. What becomes clear is that one size does not fit all: land markets and property rights are multifaceted and their conception and implementation should be context-sensitive. In recent experiments and proposals in Brazil, El Salvador and Venezuela, among other countries, they are being used as instruments for the expansion of rights to the city and the construction of the just city.

This paper examines the evolution and recent trends in the design of Entertainment Retail Centres (ERCs) in Los Angeles and Hong Kong. Most of the literature on spaces of consumption and leisure deals with economic reasons for the development of these spaces, and with the social, cultural, and political implications of the phenomenon. This study investigates the production ofhyperreality and kitsch in the latest generation of hotel-casino developments in Las Vegas. In these environments, visual imagery is manipulated for the creation of spectacle and a sense of alienation from time and reality. This suspension of real time and space is aimed at both facilitating the production of a simulated environment as "natural" and producing ideal sites for pleasure and consumption. Conceived and owned by Korean investors, the shopping mall Plaza Mexico in Southern California embodies a unique case of invention and commodi!cation of traditions for locally-bound immigrants and US citizens of Mexican descent, showing the force of the contemporary processes of deterritorialisation and reterritorilisation of identities and the recreations of imagined conceptions of homeland. The Plaza is a unique architectural recreation of Mexican regional and national icons that make its patrons feel ‘as if you were in Mexico’. The article offers insights about the potential for broader democratic transformation in post-Katrina New Orleans vis-a`-vis its autonomous grassroots planning process, surveying some of these neighbourhoodbased processes (to the extent possible, considering their ongoing nature). Gated communities and edge cities are new forms of space production and consumption that promote changes in the character of public space and citizens’ participation in public life. This study unveils the phenomena of their creation as a paradoxical attempt to return to community. Curitiba’s examples of gated communities and edge cities show that, despite being internationally showcased as a model of good planning and urban design, this metropolis has not been immune to the global capital pressures and urban design tendencies occurring in many urban areas throughout the world, thus signalling both the currency and trans-nationality of these issues.

In many American and Latin American cities alike, urban governance and planning are either in urgent need of reform or are currently undergoing haphazard reform. In many cases, innovative attempts to implement reforms have failed because the inability of cities to develop their 'civic capacity' -- the capacity to build and maintain broad social and political multi-sectoral coalitions in pursuit of common goals. This article argues that these significant points of convergence are productive building blocks for the construction of more generalizable models of urban governance and planning in democratic cities in the Americas and beyond.
