Urban communities in environmentally sensitive areas face escalating challenges due to climate change and inadequate infrastructural support, particularly in underserved regions like southside Norfolk, Virginia. This area, characterized by its vulnerability to flooding and a predominantly low-income population, lacks equitable inclusion in broader urban flood protection plans. This research focuses on the development of community-centered resilience strategies through active engagement and collaboration with local residents. The methodology centered around building trust and understanding within the community through a series of interactions and events. The ability of vegetated coastal ecosystems to sequester high rates of “blue” carbon over millennial time scales has attracted the interest of national and international policy makers as a tool for climate change mitigation. Whereas focus on blue carbon conservation has been mostly on threatened rural seascapes, there is scope to consider blue carbon dynamics along highly fragmented and developed urban coastlines. The conventional approach to urban planning has predominantly focused on horizontal dimensions, disregarding the potential risks originating from outer space. This paper aims to initiate a discourse on the vertical dimension of cities, which is influenced by outer space, as an essential element of strategic urban planning. Through an examination of a highly disruptive incident in outer space involving a collision between the Iridium 33 and Cosmos 2251 satellites, this article elucidates the intricate interdependencies between urban areas and outer space infrastructure and services. The southwest region of Virginia has an unstable economy, which cycles through periods of growth and decline. The strategic plans for southwest Virginia propose cultural heritage tourism as a sustainable industry for economic development of this rural region. Institutions of higher education provide education and training for a qualified workforce and community service.
