This paper discusses top-down adaptation measures and efforts to protect Kafr Elsheikh Governorate from SLR risk, by reviewing several national environmental plans and frameworks. It reviews how the national adaptation plans are implemented on a local level and the overlaps and gaps between them. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. The movement targeted not only the culpable institutions but the physical infrastructures which both monumentalize and enable factors responsible for global climate change (in this case automobile infrastructure). Climate change brings uncertain risks of climate-related natural hazards. The U.S. Federal Emergency Management Agency (FEMA 2011) has issued a policy directive to integrate climate change adaptation actions into hazard mitigation programs, policies, and plans. However, to date there has been no comprehensive empirical study to examine the extent to which climate change issues are integrated into State Hazard Mitigation Plans (SHMPs). This study develops 18 indicators to examine the extent of climate change considerations in the 50 SHMPs.
