Rather than the water being an obstacle to coastal residential communities, water can act as an opportunity. Instead of barricading these areas from the water, integrating it with the area would create communities that are capable of living in unison with the ocean. This can introduce new typologies of housing that can withstand the continuing rise of sea levels. Blurring the line between land and sea by living with the sea will allow coastal regions to stay afloat, benefiting from ever-changing water conditions. Providing affordable housing in the United States involves coordination between the federal, state, and local levels of government. Local jurisdictions must ensure that all requirements are met in order to receive funding. In Albuquerque, NM, this includes the production of a Consolidated Plan to satisfy federal requirements, and an Affordable Housing Plan to satisfy state requirements. However, even when the requirements are satisfied, the amount of funding available is never enough to create enough housing to meet the needs of the population. Researchers argue that social networks based on shared values, trust, and norms can facilitate collective action, and such social capital increases the ability of communities to recover after a disaster, implying that the presence of social capital ensures collective community action after a disaster and enables recovery. Drawing from comparative case studies of Bhuj and Bachhau, urban centres impacted by the 2001 Gujarat earthquake in India, this study presents a nuanced view of the role of social capital during post-disaster recovery.
