Planning For Growth In Cities And Metropolitan Regions: An Empirical Study Of Impact Fees And Choice, Chi-Hyoung Park

This research examines what city factors relate to the likelihood of adopting impact fees by local governments within metropolitan regions using data from the U.S. Census Bureau. More and more cities are adopting different types of impact fees for financing public facilities and infrastructure to accommodate their cities' growth without full understanding of issues, public and private criticisms of impact fees, and the empirical information needed. This dissertation investigates a random sample of 278 cities out of 827 cities populations over 25,000 located within 97 MSAs to understand what variables within their settings relate to impact fee adoptions using five …

This study examines efficiency as a key component of performance, applies new performance measurement techniques to the measurement of local government performance, and verifies theoretical debates on economic, financial, political, and environmental factors related to performance in local government. Improving performance and promoting efficiencies in local government are important issues in both academic and practical public administration. Despite the remarkable development of performance measurement in local government since the 1990s, empirical evidence is still limited on the extent of the utility and practicability of performance measurement in local government.

Growth/Decline Of Employment Subcenter In Polycentric Regions: The Case Of The Dallas-Fort Worth Metropolitan Area, Maher Sayel Al-Shammari

This research is concerned with explaining the variation in growth rates among employment subcenters. The purpose of the study is to find answers to the question: What factors/variables contribute to the growth or decline of employment subcenters? More specifically, the study aims to 1) identify and describe employment subcenters in the Dallas-Fort Worth metropolitan area, and 2) explain the variation in their growth rate over a specified period of time through testing a set of variables extracted from related literature. Local governments need innovative practices to address nonpoint source pollution, which has proven to be the Achilles heel of efforts to improve surface water quality in the United States. Studies by the U.S. Environmental Protection Agency (EPA) determined that 45% of assessed lakes and 39% of assessed rivers in the nation are polluted, and that agricultural and urban runoff were the primary sources of these problems (EPA, 2000, 2002). New approaches to address runoff are clearly necessary, and their success will depend on local government practices, yet we know little about how and why local governments innovate, particularly in response …

This studio promotes creative research and conceptually rigorous design methodologies that aim to illuminate, situate, and contest the complex circumstances within which a truly “sustainable” architecture can emerge — an architecture capable of escaping a narrow technological focus, while addressing the broader social and theoretical implications of sustainability. The interplay between site, culture and program is a key focus of the studio. Through critical assessments of a broad range of specific site conditions students develop investigative strategies for responsive architectural interventions that bridge the gap between theory and practice. Too often, the Philadelphia sports fan has been dismissed as a lout, a boorish dolt immune to reason, his vocabulary whittled down to a singular “boo.” This is particularly true when it comes to Phillies fans, who are more likely to turn on their team than any other in the city. Although the Eagles, Sixers and Flyers may hear it from the rafters when they’re not going well, only the Phils will hear it when they are. Five Myths About Sprawl , Michael E Lewyn

In Sprawl: A Compact History, Robert Bruegmann, an art historian, has painted a superficially convincing case for the status quo, asserting that sprawl is “a natural result of affluence that occurs in all urbanized societies.” Bruegmann's book has generated glowing media publicity. This article suggests that Bruegmann overestimates the universality of sprawl, by overlooking the differences between pedestrian-friendly cities with some sprawling development and cities in which automobile-dependent sprawl is the only choice available to most consumers. In addition, Bruegmann understates the harmful social effects of sprawl, especially the effect of automobile-dependent development upon non-drivers. Bruegmann also consistently underestimates the …

Neighborhood models and patterns are used by developers, planners, and urban designers to plan new neighborhoods and guide the revitalization of older ones. Models are typically based on theories about ideal communities and frequently include significant social objectives.
Comparing neighborhood models with studies of neighborhood life, reveals that neighborhood social and behavioral patterns do not always fit the plan or social objectives of the proposed neighborhood models. There is a gap between the objectives and vision of the models and the patterns of life in the neighborhood.
