Across the United States, mill towns and industrial communities, the "brownfields", have been experiencing rapid disinvestment as manufacturing and service firms increasingly move to suburban industrial parks, the "greenfields". This locational trend has been intensified over the years by our policies and regulations for industrial development. Is this shifting balance a desired result of our policies? The authors believe this trend has had negative effects on both the center cities left behind, as well as on the communities which are being developed. This study investigates the housing characteristics and the determinants of housing production of the informal housing sector in Alexandria, Egypt. It also examines the impact of land policies on the development of the informal housing sector. Informal housing, by definition, is constructed and acquired outside the legal procedure of land and building registration and without the necessary permissions and approvals. Therefore, there is a little knowledge about it, and its role in the housing market could be underestimated. The aim of this research is to enhance the factual knowledge about informal housing as a basis for future policy development.

Cultural Corridor: A Preservation District In Downtown Rio De Janeiro, Brazil, Augusto Ivan Pinheiro, Vicente Del Rio

This paper concerns the first large-scale urban-design project in Brazil to deal with preservation and revitalization in the inner city. In protecting the cultural heritage while still encouraging new construction, the project has been successful in setting a new methodology for development control and in reinforcing the traditional character of a large area of downtown Rio de Janeiro. Within the framework of an overall design-review process, the project has made use of special land-use regulations, design guidelines, participatory and educational programs, and substantial tax deductions. Este trabajo pretende mostrar algunas de las ideas fuerza que guiaron la propuesta del Distrito Metropolitano de Quito de la Administración Municipal 1988-92, a través de lo que la Dirección de Planificación desarrolló. Son criterios generales, que culminan con la formulación de una propuesta de gestión, del proyecto de Ley de constitución del Distrito Metropolitano de Quito (DMQ), y del respectivo Plan de Desarrollo Metropolitano.

City and Regional Planning

Title III of the Superfund Amendments and Reauthorization Act of 1986 seeks to reduce the risks of chemical accidents through a strategy of indirect regulation that relies on providing the public with information about chemical hazards. For this strategy to be effective, citizens must aggressively utilize the information provided to monitor industrial practices and press for risk reduction. Since prior research suggests it is very difficult to evoke the degree of citizen action that would be required to make a strategy of indirect regulation successful, and since the federal legislation provided no funds for implementation, there is a question o/whether …

This study was constructed to develop and submit a build-out analysis report to the town of New Salem, Massachusetts. The town's Planning Board was interested in finding ways to direct the potential development to preserve the town's in inherent character and maximizing revenues. In particular, they wanted to incorporate some of these measures in the subdivision regulations which were being rewritten.

Polygon Explorer is a program written for Macintosh computers that links data stored in standard spreadsheet formats with a geographic database.
