Federal legislation enacted in January 1974 created federal agencies to produce a rail plan process for the Northeast United States and to monitor and evaluate the programs. A a result of the federal enactment, many states are producing rail plans. Wisconsin is presently preparing one such plan which included the elements of freight operations. The State also has produced a Manual for State Railroad Planning. Both documents have included railroad abandonment as topic of discussion. The present planning process in the State is not sufficient to determine future courses of action concerning abandonments. A case study is presented to determine …

The Difficulty Of Forecasting Ambient Air Quality: A Weak Link In Pollution Control, W. David Conn
City and Regional Planning
This article examines one important component of the problem of implementing the federal government's Clean Air policy, namely, the difficulty of quantifying the relationship between emissions to the atmosphere and ambient air quality. Short-, middle-, and long-term control strategies are discussed with an emphasis on the information needed for their effective assessment and implementation. The requirement thus identified is compared with the information provided by air pollution models; it is shown that at their present stage of development, even the most sophisticated diffusion models are of limited usefulness in implementing current air pollution legislation. The architectural and spatial design and two public housing projects, Brownsville and Van Dyke, located in the Brownsville section of Brooklyn, New York, were tested to determine their effects upon the crime rates and mental illness. While keeping the socio-economic factors under limited control, a data comparison approach was used to illuminate any difference in the crime and mental illness rates between the two projects. A significant difference in the crime rates was noticed between them with the Van Dyke Houses having a higher crime rate. Revised draft combines data previously published in two separate impact statements prepared by the corps relating to the dams, reservoirs and power plants and by the U. S. Department of Energy for transmission facilities to link the St. John River development to the New England power grid.
