On July 16, 2009, the School of Urban and Public Affairs at the University of Texas at Arlington hosted a daylong roundtable on how “climate leader” municipalities of North Central Texas—and urban planners in those communities—are responding to the looming challenge of climate change. The organizers invited the planning directors in selected North Central Texas communities to send staff members to participate. The targeted municipalities were those who are members of Cities for Climate Protection (ICLEI Local Governments for Sustainability) or whose mayors have signed the Climate Protection Agreement (U.S. Conference of Mayors). The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

This thesis explores how to conduct a regional foodshed assessment and further provides guidance to local and regional planners on the use of foodshed assessments. A foodshed is the geographic origin of a food supply. Before the 1800s, foodsheds were predominantly local — within the city or neighboring countryside. Today most urban areas are supported by a global foodshed. While the global foodshed can present many benefits, it also creates tremendous externalities.
