In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. We we will ask why cities and place matter and explore patterns of urban spatial development in the US. We will investigate the politics and policies that have led to “urban sprawl” and uneven development, particularly in post World War II period. With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.

This study explores emerging approaches to local climate change adaptation planning in the United States and Australia, and seeks to explain why some local authorities have begun to take action despite weak national and state level directives. We compare strategic documents from 13 local authorities across the two nations, representing the “first generation” of adaptation plans. Our focus is on potential explanations for early engagement in adaptation planning – size, location and risk level of the municipality, the existence of national or state mandates and access to supra local resources or support. Faced with a difficult economic climate with high levels of unemployment and widespread home foreclosures, the Administration of President Barack Obama has created a unique opportunity to rethink and redirect fundamental policies and practices ranging from health care to regulation of the financial industry. The 2001 Kutch earthquake, in Gujarat state in western India, destroyed 230,000 houses and damaged another 1 million. In Bhuj and Bachhau, urban centers close to the epicenter of the earthquake, single-family houses, squatter settlements, and high-rise apartments were destroyed, and public and private housing reconstruction programs were introduced to help communities rebuild their houses. However, five years after the disaster, in spite of interventions by local and global, public and private entities, many communities in both towns continued to struggle towards housing recovery. Problem: At present, homelessness in the United States is primarily addressed by providing emergency and transitional shelter facilities. These programs do not directly address the causes of homelessness, and residents are exposed to victimization and trauma during stays. We need an alternative that is more humane, as well as more efficient and effective at achieving outcomes. Purpose: This article uses research on homelessness to devise alternative forms of emergency assistance that could reduce the prevalence and/or duration of episodes of homelessness and much of the need for emergency shelter. Like social scientists everywhere, homelessness researchers in the US are usually ignored. Good science that identifies what causes homelessness, sound evaluations which document that certain programs will never work, and even evidence that promising solutions deserve broad replication, are often disregarded. Such wanton indifference for science would constitute malpractice in the field of medicine, but it sometimes passes as acceptable policy in the field of social welfare. Ideology, politics and preservation of the status quo usually prevail. So, what’s a well intentioned researcher to do? Persevere and become more tactical.
