The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. However, the cities we design today instruct and codify through intentional planning and design; they assign use, hardening specific function to place. Such strategies lead to spaces devoid of spirit, inculcating in city-dwellers to a sense of disconnect from the city.

"Traffic volume forecasts are used by many transportation analysis and management systems to better characterize and react to fluctuating traffic patterns. Most current forecasting methods do not take advantage of the underlying functional characteristics of the time series to make predictions. This paper presents a methodology that uses Functional Principal Components Analysis (FPCA) to create smooth and differentiable daily traffic forecasts. The methodology is validated with a data set of 1,813 days of 15 minute aggregated traffic volume time series. The Ipswich River watershed has experienced increasing urbanization in recent years. The river, which supplies water to over 300,000 residents (twice the watershed’s population), was considered one of the 10 Most Endangered Rivers in the U.S. in 2003 due to seasonal low-flow and no-flow events. Seasonal outdoor water restrictions have curbed residential demand; however, impervious surfaces and municipal sewer systems direct much of the runoff outside the watershed. Nuisance black bears cause property damage, threaten public safety, and heighten wildlife use conflicts among people across the United States. Wildlife managers have solutions to control nuisance black bear behavior and the accompanying conflicts that occur. The solutions are to require bear-proof garbage disposal, to prohibit intentional feeding, and to educate the public about black bear behavior. However, these solutions are either slow to be adopted or are ignored by local legislative bodies.
