The manner through which health care is provided evolves through advances in medical knowledge as well as improvements in supporting infrastructure and processes. The rate at which this change is made possible is increasingly driven by non-medical factors. These factors include, but are not limited to, the necessity to operate safely in a COVID-19 pandemic while simultaneously operating with economically sustainable processes and infrastructure. This is especially true for underserved populations in rural communities. US. Government operations between 1940-1950 brought unprecedented direct and indirect employment opportunities to San Diego, exacerbating an already growing housing shortage. To accommodate the thousands of new defense workers, the government produced the largest defense housing project to date in the small neighborhood of Linda Vista. However, this opportunity and largesse was extended primarily to a select group of white working-class families who had access to defense jobs and, consequently, subsidized housing. These maps are helpful in genealogy to show how the landscape may have changed and they may have the locations of lost towns and cemeteries and indicate houses, barns, and other structures and how place names, roads, and streams changed over time.

Around the world, municipalities are facing new challenges, not the least of which is climate change. This is especially true for rural communities that, for a variety of reasons, will be disproportionately affected by the climatic changes and accompanying policies or programs.

This dissertation, written in manuscript-style, integrates climate change and social-ecological scholarship to address the unique character of rural communities, to communicate the complexity of rural identity through the term "rural character"; and to empower rural communities to incorporate adaptation strategies into their daily municipal operations and planning.
