The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. Local municipal governments have a crucial role in helping communities adapt to climate change. Recognizing different levels of climate preparedness, this chapter analyzes what steps communities tend to follow when they move forward on climate adaptation, including prerequisites for planning and the selection of policies. There is a pressing need for municipalities and regions to create urban form suited to current as well as future climates, but adaptation planning uptake has been slow. This is particularly unfortunate because patterns of urban form interact with climate change in ways that can reduce, or intensify, the impact of overall global change. Uncertainty regarding the timing and magnitude of climate change is a significant barrier to implementing adaptation planning. As the effects of climate change become increasingly damaging and costly, a public and political consensus is building for planning that will protect private property and public infrastructure. Climate-related planning has primarily focused on mitigation, assessing vulnerability, and building adaptive capacity. Adaptation has not gained substantial ground in the area of implementation. The uncertainty associated with climate change projection and variability has emerged as a dominant barrier to adaptation. However, as knowledge accrues, the global and national science communities have been developing more detailed, fine-scale climate projections. Climate change planning, both mitigation (reducing greenhouse gasses) and adaptation (designing built environments for changed climate conditions), is an area of emerging importance in both planning practice and education. This research examines the uptake of climate issues in planning education programs primarily in the U.S., and compares course content to leading climate change planning practice and research concepts. Studio and seminar courses are emerging in a variety of universities, and are addressing many of the key research concepts for mitigation and adaptation. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.
