There is a large body of literature in the planning field on the topic of collaborative processes of decision-making, particularly in the United States and Europe. However, there appears to be less debate on the subject of complementing these ideas with contributions from urban governance. This research aims to contribute to that complementary work. In order to accomplish that, this thesis presents first a theoretical analysis of collaborative rationality and urban governance contributions. The $15+ Billion "Big Dig", replaced Boston's deteriorating six-lane elevated Central Artery, known as the Green monster, with a widened highway tunnel running underground through Downtown Boston and crossing the Charles River, creating more than 27 acres of new land area for reuse in Downtown Boston.

This mixed-methods study addresses the relationship between the availability of food and realized food access by studying the retail food landscape of Holyoke, Massachusetts – a small, socio-economically diverse city. While a large body of empirical research finds that low-income communities and communities of color are especially likely to lack adequate access to healthy foods and experience increased vulnerability to food insecurity, few studies explore urban food environments through a mixed-methods case study approach. The public lands of the United States administered by the Bureau of Land Management (BLM) are used for multiple purposes, like conservation, recreation, grazing, mining, logging, and oil and gas development. Many of these activities have the potential to disturb the surface of the landscape, which can negatively impact scenic values. Over the past two decades, underused shopping malls and big-box stores have become more prevalent in the landscape, even as newer ones are built. Shopping centers from the last half of the twentieth century may not have been designed to serve uses other than commercial, but that does not mean these buildings must or should only be thought of as single-use spaces.
