The problem explored in this mixed-method research is that many cities are unprepared for urban growth, which can only increase poverty and crime. The traditional transportation system is inadequate to support the increase of urbanism; it is responsible for polluting the air, increasing greenhouse gases, and losing thousands of lives annually due to car crashes and road-related accidents. The transportation sector is responsible for 28% of the overall greenhouse gas emissions (Environmental Protection Agency, 2018), and the economic costs of vehicle crashes in the United States totaled $340 billion (Department of Transportation, 2019).

With the Federal Aviation Administration’s (FAA) August 2016 release of regulatory conditions for civilian and commercial uses of unmanned aircraft, states and local governments are seeking to enact their own regulations to protect citizens, vital infrastructure, and economic assets including airports. In spite of numerous programs and policies that encourage private investment in affordable housing, particularly after hurricane disaster, insufficient numbers of affordable units exist to meet demand. Some low-income households are displaced in the course of disaster recovery, and others face severe housing cost burdens as demand for affordable housing outstrips supply. Some suggest competitive uses for limited funds impede production. Others suggest that disaster and recovery policies tend to favor homeowners and economic recovery. Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more.
