Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. Although the state used a qualitative system to choose a western route for I-11, this process may not have considered fully the costs of extending I-11 to Canada in a cost-effective manner or in a manner consistent with I-11 purposes, especially avoiding congested areas. Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

The purpose of this Article is to ascertain whether (1) suburban sprawl is as widespread in Canadian metropolitan areas as in their American counterparts, and (2) Canadian government policies, and in particular Canadian zoning law and transportation policies, encourage sprawl. The article concludes that Canadian metropolitan areas are in fact somewhat less sprawling than most of their American counterparts, but that in Canada, as in the United States, government land use regulation and government transportation policy do favor sprawl to some extent.
