Public participation has become highly relevant in the practice of urban and regional planning, as well as within a number of planning-related disciplines. A broad body of research has been developed on how to more effectively involve the public in a participatory planning process, and recent decades have seen the rapid development of a wide range of methods for doing so. This proliferation of various participation methods presents a number of organizational challenges that may hinder the practitioner’s ability to select participatory methods effectively. An undergraduate class from the City and Regional Planning Department at Cal Poly San Luis Obispo was charged by the City of Milpitas Planning and Neighborhood Services Department to develop pre-planning insights, vision and urban design concepts for two strategically ocated sites in Milpitas, California Circle, and, the area around Main Street at the Serra Way intersection. Its purpose is to provide the public, the City’s decision-makers, and other agencies with detailed information about San Juan Bautista using current conditions and community input. In this way, the Background Report provides the informational basis on which the goals, policies, and programs of the San Juan Bautista General Plan are in part based. While the General Plan itself represents the official adopted goals and policies of the City, this Background Report provides only information, including the plans and programs of other agencies.
