Form-based codes are evaluated with criteria often requiring additional clarification. To better identify form-based code evaluation criteria, this thesis identifies the major intentions of form-based codes from the literature and focuses on the first intention, quality of life. The form-based code literature relates quality of life to three principles with underlying parameters: neighborhood with a center and edge, proximity to daily needs, and walkability. Neighborhood refers to the identification of walkable districts of about .25 mile radius with a clear center and edge. Over the past twenty years bicycle use as a mode of transportation has grown considerably in the United States. Other studies have examined the individual bicyclist’s risk in proportion to the growth in cycling across cities, a phenomenon referred to as ‘safety in numbers.’ This study expands from that research and examines the effect of cyclists on road safety for all road users.

The City of Clearlake in northern California initiated its first general plan update in 2012.The City decided to do an Environmental Impact Report (EIR) for the general plan update in order to fulfill the California Environmental Quality Act’s (CEQA) requirements.The author wrote the Agriculture and Biological Resources sections of the EIR.She explains the CEQA process for a programmatic-level EIR, and summarizes the lessons learned and recommendations for CEQA.

Public art plays a significant role in communities around the world. It embodies a close relationship between the artist, the space in which it’s being exhibited, and the public. The development of this project examined various literary sources that demonstrated the importance of public art and how cities, artists, and community members may benefit from the incorporation of public art. This project included the framework for development of a Public Art Program for the City of Pismo Beach, California, which outlined the critical steps of a planning process and implementation of the program.

Current research indicates that the potential risks associated with human-induced climate change are likely to increase in frequency and intensity. Although there have been several attempts, no effective international treaty or policy has been enacted by the United States with the purpose of combating this global issue. In the past decade, local climate action plans (CAPs) have emerged as a planning solution designed to reduce greenhouse emissions (GHGs). In an attempt to practice inclusive planning, this research project explores whether Broadway Avenue functions as an ethnic commercial strip and identifies social, physical, and economic components that contribute to the Latino neighborhood/ barrio. Using pilot studies Loukaitou-Sideris (2000), Loukaitou-Sideris (2002), Rojas (1993), Manzumdar et al. Reconstruction after natural disasters can represent large peaks in a community’s greenhouse gas emission inventory. Components of the built environment destroyed by natural hazards have their useful life shortened, requiring replacement before functionally necessary. Though the hazard itself does not release greenhouse gasses, the demolition and rebuilding process does, and these are the emissions we can quantify to better understand the climate impacts of disasters.
