Like the rest of the USA, the Greater Richmond, Virginia (RVA) region severely suffered from the COVID-19 pandemic impacts in multiple areas. The Greater Richmond Transit Company (GRTC) took big hits in its system transit ridership in fiscal years (FY) 2020 and 2021. In response to this emergency, GRTC immediately implemented bold management strategies to protect its operators and riders, serve essential trips, adjust operating schedules, offer free transit services, and broaden funding sources. Coordinated Public Transit-Human Services Transportation Planning is legally mandated to address the mobility issues for the transportation disadvantaged population in America. In spite of the tremendous efforts made and significant accomplishments achieved in this country, the planning process still has a room for improvement. This paper summarizes our findings and proposes some preliminary recommendations to improve the planning process.

Transit-Oriented Development (TOD) is a recommended planning strategy of smart growth and New Urbanism. In theU.S., over 90% of TOD projects are rail TOD (RTOD) projects. In contrast, bus TOD (BTOD) is a minor player, and is therefore lightly researched. This paper summarizes the strengths and weaknesses of BTOD relative to RTOD, and proposes three categories of implementation strategies to make BTOD more successful: 1) adaptive transit strategies, which intend to make bus transit more conducive to BTOD in terms of improving bus transit operating performance, enhancing its external image, and better serving bus riders; 2) adaptive land use strategies, …

Even though China has entered the aging society almost 20 years ago and passed elderly and disability-related laws, its transportation-related facilities and services for the elderly and disabled remain insufficient, which has seriously impacted its Transportation-Disadvantaged Populations’ travel and quality of life.
