The Nebraska state department of economic development, just like any other state’s department of economic development in the United States receives funding for economic development programs. These programs are mostly geared toward revitalizing economic situations of villages, cities or counties that are under economic distress. The purpose of this paper is to assess how the Nebraska Department of Economic Development (NEDED) currently measure distress in Nebraska Counties, and develop composite distress indexes that might improve the measure, interpretation and use of Economic distress index to help in their allocation of Economic development resources to Nebraska counties.

Beginning in 2008, The City of Lincoln, Nebraska set forth efforts to reduce pollutant loads within Antelope Creek below U.S. Environmental Protection Agency (EPA) criteria with the goal of eventually having segments of the stream removed from the Clean Water Act 303(d) list of impaired waters. Early efforts focus on channel improvements made as part of the Antelope Valley Project to increase the flood carrying capacity of the Creek. Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

In 2010, Millennials, or those between 18 and 34, surpassed the Baby Boomers in population size. Today, Millennials, also known as Generation Y, make up over 25 percent of the United States’ population. In Omaha, they make up 26.9 percent of the population. The next largest generation in Omaha, the Baby Boomers, make for 19.2 percent of the population. Rising immigration growth in the Midwest creates Multi-racial communities and segregation such as social class segregation, economic segregation, education segregation, and also housing segregation. In urban America, there are three major sets of explanatory causal factors that have been hypothesized to explain ethnic residential segregation. They are: housing discrimination, socioeconomic status (SES) and ethnic group preferences (French 2008, 1).

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. The purpose of this study is to understand cultural planning’s current status in the United States. In this study, I used cultural vitality indicators as a tool to evaluate the cultural resources of cities in the United States. I also explored how planners have responded to the concept of creative cities by reviewing the cultural planning activities of the top 60 metropolitan statistical areas (MSA) in the United States. Lastly, I conducted a statistical test to see if an additional department such as cultural affairs, which focuses primarily on cultural planning, positively impacts cultural vitality.
