The Salem-Gateway project, developed by Community Development Partners (CDP), will address the community’s need for high-quality, affordable housing. The project aspires to support an intergenerational community for all ages (CFAA) and an intercultural community. The project will be a hub for residents and the broader Salem-Gateway community by providing a large community center with robust programming. The abundant green space provides outdoor amenities and recreational opportunities at the heart of the site, echoing a Central Park sentiment to be enjoyed by residents and surrounding neighbors.
As an initiative of the Center for Public Interest Design (CPID), this report aims to …

Comparative Life Cycle Assessment Of Mass Timber And Concrete Residential Buildings: A Case Study In China, Cindy Chen, Francesca Pierobon, Susan Jones, Ian Maples, Yingchun Gong, Indroneil Ganguly
Publications, Reports and Presentations
As the population continues to grow in China’s urban settings, the building sector contributes to increasing levels of greenhouse gas (GHG) emissions. Concrete and steel are the two most common construction materials used in China and account for 60% of the carbon emissions among all building components. Mass timber is recognized as an alternative building material to concrete and steel, characterized by better environmental performance and unique structural features. Nonetheless, research associated with mass timber buildings is still lacking in China. Quantifying the emission mitigation potentials of using mass timber in new buildings can help accelerate associated policy development and …

Center for Public Interest Design Projects
The 525 N. Capitol Ave was initiated in response to the housing crisis in San Jose, CA. Livability and affordability currently plague Silicon Valley, as many residents are considered rent-burdened -- spending most of their income on housing-related costs. In collaboration with Community Development Partners, this new development will help provide affordable units to families experiencing housing insecurity, chronically homeless veterans, low-income seniors, and those with disabilities; with the idea in mind of creating a thriving, intergenerational community. Other project partners include David Baker Architects (DBA), and CivicMakers, who partnered with the CPID team to help implement the ABCD process, …

Tigard Triangle, Portland State University. Center For Public Interest Design, Sergio Palleroni, Sarah Dunn, Molly Esteve
Center for Public Interest Design Projects
The City of Tigard is in Washington County, Ore., and is part of the Portland Metro area. Within Tigard an isolated portion of the city is surrounded by three main roadways to create the Tigard Triangle (see highlighted location to the left). While an analysis of urban walkability scored Main Street in Downtown Tigard as 66/100, the Triangle area only received half that score (City of Tigard, n.d.-c). This is due to the limited number of sidewalks, low residential density, and relationships of buildings to the streets. Demographic data in this report compares the Triangle to Tigard as a whole …

Rockwood 10 An Asset-Based Model For Community Housing, Portland State University. Center For Public Interest Design, Sergio Palleroni, Todd Ferry, Molly Esteve
Center for Public Interest Design Projects
At the initiation of Community Development Partners, this study is done in support of the possibility of a housing community within the town center of Rockwood. The development of the Rockwood 10 will support the community’s increasing need for high-quality and accessible family-sized housing as populations move east from the Portland-Metro Area, as well as support the larger needs and extraordinary cultural diversity of Rockwood. We recognize that the vitality of housing depends on its comprehensive support of its residents and the greater community.
Rockwood is positioned at the meeting point of the City of Gresham’s westernmost boundary and Portland’s …

Trip And Parking Generation At Transit-Oriented Developments, Reid Ewing, Guang Tian, Torrey Lyons, David Proffitt, Preston Stinger, Rachel Weinberger, Ben Kaufman, Kevin Shivley
TREC Final Reports
The decision of how best to allocate land around transit stations is a debated topic, with transit officials often opting for park-and-ride lots over active uses such as multifamily housing, office, and retail organized into transit-oriented developments (TODs). In practice, guidelines for providing parking and mitigating vehicle trips come mainly from the Institute of Transportation Engineers (ITE) Trip Generation Manual and the ITE Parking Generation Manual. However, both manuals have well-known shortcomings. The goal of this study is to determine how many fewer vehicle trips are generated at TODs, and how much less parking is required at TODs, than ITE …

Earth's surface is rapidly urbanizing, resulting in dramatic changes in the abundance, distribution and character of surface water features in urban landscapes. However, the scope and consequences of surface water redistribution at broad spatialscales are not well understood. We hypothesized that urbanization would lead to convergent surface water abundance and distribution: in other words, cities will gain or lose water such that they become more similar to each other than are their surrounding natural landscapes. Using a database of more than 1 million water bodies and 1 million km of streams, we compared the surface water of 100 US cities with …

Since its inception, the Nohad A. Toulan School of Urban Studies and Planning has produced nearly 700 graduates in the Master of Urban Studies and Planning program who have made their mark on the nation and the world. It should not be surprising, therefore, that four of them were involved, one way or another, in the award-winning projects described in this article. They are Sarah Selden and Laura Weigel, associate planners in Lake Oswego, Clackamas County Commission Chair Lynn Peterson, and Steve Olson, Associate Planner with the City of Newberg.

In their word play on what design praxis might succeed the New Urbanism movement in the United States, the July 2013 article “Newest Urbanism” in the Architect introduced to the uninitiated the concept of tactical urbanism. Defining tactical urbanism as "temporary, cheap, and usually grassroots interventions—including so-called guerrilla gardens, pop-up parks, food carts, and 'open streets' projects—that are designed to improve city life on a block-by-block, street-by-street basis," the article claims that it took this approach to shaping the city less than a decade to mainstream into the practices of US cities and firms alike. While Architect used the term …

The city of Kelso has a rich history based in a strong community ethic, hard-working people, and an economy deeply rooted in the bounty of the natural environment. This economy has changed over the last several decades, however, and the difficult transition has left its mark on the community. South Kelso in particular- one of the four neighborhood quadrants- is battling its fourth generation of disinvestment and widespread poverty. To help the City revitalize South Kelso, the aim of the South Kelso Revitalization Plan is to give voice, strength, and direction to the concerns and priorities of the South Kelso …

The Homestead Neighborhood is located in southwest Portland. It was first studied as part of the Marquam Hill Plan in 1977. Since that time two major health providers, the Shriners and the Veterans Administration, have built new facilities on the hill. The Oregon Health Sciences University is now poised and ready for major expansion of its medical schools, hospital and research facilities. Meanwhile, area residents and property owners, have voiced concerns about increased traffic, and building density.
Oregon Health Sciences University (OHSU) contracted with the School of Urban and Public Affairs at Portland State University to draft a comprehensive neighborhood plan, …
