Among the most substantial ways to improve the energy efficiency of a building is to manipulate the floorplate in ways that lets more natural light in while reducing the energy loss or gain through the envelope area. However, creating buildings that have more natural light comes with a greater construction cost due to larger envelope areas. Abstract: This abstract discusses the challenges and issues related to the implementation of Environmental Public Policies (EPP) for Protected Natural Areas (PNA) in Mexico from 1970 to 2018. EPPs aim to achieve sustainable development by balancing economic, environmental, and social dimensions while reconciling conservation and the use of natural resources with restrictions on their use and economic compensation to communities. However, the results of this study reveal that the establishment of PNA has been unilateral and without consensus, leading to limitations on communities' use of the environment without granting them economic compensation or productive alternatives. After operations ceased, the 19th-century factory suffered from years of neglect, forcing the decision to either demolish or rehabilitate its industrial structures. Fortunately, a choice was made to convert the majority of Fulton Bag & Cotton Mills’ buildings into residential lofts, despite the significant financial risk.
