Making appropriate decisions concerning the ongoing management of existing built facilities is an important activity for property and facilities managers. This paper describes the development of a new conceptual framework for making better decisions about built assets at an early stage in the process, with a view to identifying which course of action to pursue. The resulting model, known as iconCUR, uses a weighted matrix methodology to obtain performance scores for condition, utilization and reward that are capable of mapping property decisions in 3D space over time. The Colombo Master Plan (2008) reveals that there are 66,000 households within the City of Colombo living in squalid slums and shanties unfit for human habitation. They represent 51 per cent of the total city population, and live in 1,506 pockets of human concentration identified as Under Served Settlements (USS) encumbering on state owned lands with no title. About 390 hectares of valuable prime lands in the City have succumbed to the encroachment process during the past five decades. For many reasons comparing construction productivity between countries is a difficult task. One key problem is that of converting construction costs to a common currency. This problem can be overcome relatively simply by using a basket of construction materials and labour, termed a BLOC (Basket of Locally Obtained Commodities), as a unit of construction cost. Average BLOC costs in each location are calculated from data obtained from a number of sources (quantity surveyors, estimators). Typical building costs obtained from published construction cost data are expressed in BLOC equivalents. Lower BLOC equivalents represent higher productivity as other inputs (largely materials) are …

In a report published in June 2012 the Business Council of Australia (BCA) reported that it costs considerably more to build a variety of types of infrastructure in Australia than it does in the US. Airports (90 per cent more costly) and hospitals (62 per cent) were quoted as the worst cases with other projects ranging from 26 to 43 per cent more. They used these figures to conclude that Australia is a high cost, low productivity environment for building infrastructure projects. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.

Sustainable design and engineering is an important topic, yet it is under-represented in educational institutions; moreover, it must be taught to practicing professionals, not just students. A free online system has been created to address both problems at once, providing educational materials for educators and also providing a self-paced program for professionals or students to earn a certificate in sustainable design. This thesis is a guide to building a sustainable rail-trail, wherein I focus on invasive species removal, green pavement, and creating an inviting space with the inclusion of integrated art. When the City of Kirkland, WA purchased the 5.75 mile long section of railroad going through the city, I approached city manager Kurt Triplett to ask about his plans for the corridor. He liked the idea of aiming for a sustainable trail, so I wrote a guide to building an environmentally friendly trail based on a number of prominent readings on sustainable design.

The purpose of this study is to describe travelers that have indicated they are willing to stay in green hotel in order to better understand the market segment. There is very little knowledge about these types of travelers, thus making it difficult for hoteliers to know how to create marketing campaigns that target them. Data were collected via an online survey company. Behavior characteristics provided a more distinguishing profile of the traveler than did demographics or psychographics. While the utilization of energy efficiency has grown in recent years, it has not been distributed evenly across the country. In some states, over 2% of a utility’s budget is spent on energy efficiency; in other states that number is 0. Much of the growth in energy efficiency has been due to state policies and the development utility-level energy efficiency programs. Yet, all utility programs are not created equal. Because they are often exempt from state regulation (and therefore state energy efficiency policy), publicly-owned utilities have traditionally lagged behind IOUs when it comes to EE programs.
