Remembering Vietnam War Veterans: Interpreting History Through New Orleans Monuments And Memorials, Catherine Bourg Haws

ABSTRACT

This thesis is concerned with the question of how America’s citizen soldiers are remembered and how their services can be interpreted through monuments and memorials. The paper discusses the concept of memory and the functions of memorialization. It explores whether and how monuments and memorials portray the difficulties, hardships, horror, costs, and consequences of armed combat. The political motivations behind the design, formation and establishment of the edifices are also probed. The paper considers the Vietnam War monuments and memorials erected by Americans and Vietnam expatriates in New Orleans, Louisiana, and examines their illustrative and educational usefulness. Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

Archaeological investigations of burial chambers in the north-central highlands of Peru constitute the corpus of this thesis. Most of the stone structures correspond chronologically and culturally to the Recuay Tradition, a time span of 100 to 800 CE. The study area is located in the Cordillera Negra of the Callejón de Huaylas basin (Ancash Department). CRM projects developed in the impact zone of the Pierina mine have contributed valuable information on the mortuary practices of a Recuay agro-pastoral community. As the government grapples with establishing a worthwhile housing policy, it would do well to remember that affordability is key. As companies increasingly choose to locate in or near cities, and people followjobs, most of Ireland’s housing needs will be in the greater Dublin area. In 2015, about half the population lives on just 20% of Ireland’s surface area, but by 2030 nearly half the nation will be living on just 10% of the land. Figures vary but the Dublin area will need 8,000-10,000 housing units per year.

There is a reversion to the mean in times of crisis, where the usual methods, which have often failed, otherwise we wouldn’t have a crisis, are returned to. Einstein had something to say about this, and it wasn’t complimentary. We’re seeing it once again in efforts to get the building industry off its behind by using taxpayers’ money as an incentive, as if it’s 1996 all over again. Before you know it, we’ll all be buying apartments in Bulgaria.

We have a funny relationship with housing in Ireland, one that goes beyond the usual explanation of our land and property obsession being a post-colonial hang-up. Increasingly, senior only residences are zoning seniors out of mainstream residential areas and into segregated living and mature communities. Senior gated communities are variations on a theme of gated communities in which lifestyle is packaged and sold. Active adult retirement communities exclude the young and offer active lifestyle living, with diverse levels of senior living choices. Such an approach contrasts with policies designed to encourage aging in place. The housing crisis and the debate about rent control should result in a beneficial change to the regulation of the sector but the opportunity could be lost for want of clarity of thinking about the nature of rent certainty and the distinction between it and rent control. Local municipal governments have a crucial role in helping communities adapt to climate change. Recognizing different levels of climate preparedness, this chapter analyzes what steps communities tend to follow when they move forward on climate adaptation, including prerequisites for planning and the selection of policies.
