No SE PUEDE DESCONOCER QUE EL problema de la violencia delincuencial, como fenómeno social que tiene expresión en las ciudades, existe desde tiempos inmemoriales y que, por tanto, no es nuevo, al grado que se podría decir que es consustancial a la ciudad. Tal afirmación nos debe llevar a replantear la tradicional aproximación que se ha hecho al tema ya lo urbano, desde aquellas metodologías que los interpretan como resultado de un conjunto de patologías.

El predominio de la población urbana (58%), el incremento del número de ciudades (196 municipios) y la generalización de la urbanización en el territorio nacional, llevan a concluir que el Ecuador se ha convertido en un país de ciudades. Esta realidad trae nuevos problemas, entre los cuales se debe mencionar el incremento significativo de la violencia delictiva urbana.

El 10 de Agosto de 1992 ocurre un hecho inédito en la historia nacional: Sixto Durán Ballén, ex alcalde de Quito, asume la presidencia de la República; León Febres Cordero, ex Presidente Constitucional se convierte en alcalde de Guayaquil y Jamil Mahuad, ex-candidato presidencial, llega a la alcaldía de Quito. Pero llama aún más la atención, si se observa que en estas tres elecciones hubo una polarización evidente y que cada una de las autoridades proviene de tres partidos políticos distintos.

En América Latina las tendencias generales que acompañan al proceso de urbanización -en tanto expresión fenoménica final- han sido extensamente debatidas y, hasta cierto punto, consideras como un "lugar común": creciente concentración urbana en uno o dos centros mayores, detrimento de la significación de las ciudades intermedias y pequeñas, y profundización de los desequilibrios interregionales. Con este trabajo se trata de aportar al conocimiento de la ciudad desde un claro énfasis en la gestión y planificación urbanas. La reflexión proviene desde la interna de un proceso particular de gestión-planificación municipal, como copartícipe del mismo. Las encuestas que se vienen haciendo en algunas ciudades, establecen que una de las demandas fundamentales de la población, es la seguridad. En Quito, que supuestamente es una ciudad pacífica (se define como «ciudad franciscana»), justamente una encuesta que se terminó este mes, determinó que la principal reivindicación de la población con un porcentaje alrededor de un 20.2%, es la seguridad ciudadana. En segundo lugar estaba el costo de vida y en el tercero el agua potable. Según las encuestas que hemos visto en América Latina, la demanda por seguridad es la más significativa y creciente.
