Adapting To Climate Change: The Case Of Multi-Level Governance And Municipal Adaptation Planning In Nova Scotia, Canada, Brennan A. Vogel

Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

What begins as a study of temporalities in St. Louis' architecture condenses first into a presentation of the relationships within the city which reveal conflations of different scales, durations, and structures of time as a synthesized, annotated drawing. The study then focuses on four projective drawings exploring the production of diachronic time in a megastructure connected into St. Louis. Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Uncivil behavior in the workplace can cause absenteeism or low job performance among employees, yet little academic literature addresses this relationship, particularly in the public sector. The purpose of this phenomenological study was to use the transactional analysis of communication (TAC) model to explore the ramifications of incivility in the Veterans Health Administration (VHA). The central research questions focused on employee perceptions of incivility and effective communication within the VHA. Twelve VHA employees were recruited for participation through a snowball sampling technique. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century.
