This project seeks to address gaps in emergency preparedness education related to tornado response. Through an examination of current research about best practices for tornado emergency management response and an examination of the needs of FEMA Regions 7 and 8, the author has identified key strategies and stakeholders to increase positive outcome through building community engagement and resiliency. Three presentations were created for delivery to key community stakeholders—local government officials; non-governmental organizations, social networks, and associations; and individual private citizens. Soft law governance relies on nongovernmental institutions that establish and implement voluntary standards. Compared with traditional hard law solutions to societal and economic problems, soft law alternatives promise to be more politically feasible to establish and then easier to adapt in the face of changing circumstances. Many articles point out that there is a disparity between rural and urban areas in healthcare service. The disparity is derived from the locational choices of physicians which are influenced by diverse factors such as backgrounds where they grew up or type of facility at which they worked. This study examines physician movements which vary depending on the types of physician and facility in Nebraska. The research dataset are annual practicing records of all primary care physicians and business information of the facilities in Nebraska from 1998 to 2019. This research project seeks to determine if students attending K-12 schools meeting a minimum standard of high performance classroom conditions in the state of California do evidence higher scholastic achievement, based on publically available results on state-wide standardized tests. In three phases, a subset of 200+ schools applying for grants dedicated to building high performance schools over the past decade was correlated with an existing database of achievement scores for all public schools in California. This paper uses a spatially disaggregated computable general equilibrium model of a large US metropolitan area to compare two kinds of policies, “Live Near Your Work” and taxation of vehicular travel, that have been proposed to help further the aims of “smart growth.” Ordinarily, policy comparisons of this sort focus on the net benefits of the two policies; that is, the total monetized net welfare gains or losses to all citizens. While the aggregate net benefits are certainly important, in this analysis we also disaggregate these benefits along two important dimensions: income and location within the metropolitan area. In December of 2004, the small Massachusetts town of Gill took a tremendous step to influence its own future. A fifteen acre parcel of land in the south of town, near the intersection of two important town roads, had been put up for sale by its previous owners. The land had been under an agricultural preservation restriction, a program enabled by Massachusetts General Law Chapter 61 A. As part of this restriction, if the land were ever sold, the town would have right of first refusal.

The City of Methuen’s Department of Planning and Community Development hired a team of students from the University of Massachusetts Amherst’s Master’s in Regional Planning studio class to examine the growth impacts of a potential highway interchange reconfiguration. Exit 46 of Interstate 93 in Methuen is a failed interchange, and will likely be reconfigured in the next ten years. Methuen, a middle class city of 44,000 midway between Boston, MA and Manchester, NH, is currently experiencing significant growth pressures. The reconfigured interchange will only add to these pressures.

The purpose of this work is to identify both the obstacles and successful strategies of mill redevelopment in rural Massachusetts. While redevelopment has occurred in the historic industrial corridors of the Blackstone and Merrimac rivers, it has been largely absent in rural areas of Massachusetts. Therefore, the goal of this paper is to explain the forces that have acted as a catalyst for mill redevelopment in these areas, and examine why that has not occurred in rural New England.
