This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. Amman, the capital of Jordan, faces an impending infrastructure crisis. The city is plagued by water shortages, a lack of affordable housing, extreme traffic congestion, and dwindling open space. Over the past seventy-five years, several urban planning commissions have attempted to address these issues through policy change and other municipal directives. These plans help illustrate the different forces at play in constructing the city—whether they be the residents themselves, city officials, or international consultants. Squatters, Shanties, And Technocratic Professionals: Urban Migration And Housing Shortages In Twentieth-Century Chile, Nathan C. Norris

This thesis examines the struggles of squatters and slum dwellers for housing prior to the 1973 coup in Santiago de Chile, Valparaíso, and surrounding areas, with a focus on the Frei era of the late 1960s. The work argues that severe urban overcrowding generated advocacy for housing during the rise of progressive and leftist politics in Chile. It also explores the dynamics of efforts to promote housing through the lens of the work of professionals in the fields of architecture and urban planning. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century.
