A significant portion of a building’s carbon emission comes from the materials used to construct it, primarily through fabrication and assembly. According to the World Green Building Council, this is called embodied carbon, and it makes up to 49% of the total emissions from global construction. Thus, new energy-efficient buildings can take from 10-80 years of time to offset just the carbon used in construction. Combined with such amounts of construction and demolition waste, new construction can be viewed as a wasteful or even destructive practice. It argues that the processes of acculturation generate a distancing between the original creators of the heritage and the narratives attached to the cultural entities in a new setting. Sarasota High School, designed by Paul Rudolph in 1958, physically embodies the central ideas of Regional Modernism that developed in Sarasota, Florida in the 1940s and 50s. Covered breezeways, monumental sunshades, deep overhangs, and sliding glass doors promote natural ventilation and sun shading as ways to deal with Florida’s hot climate. As an example of progressive architecture of the time, it is a seminal work of Rudolph’s and significant to Sarasota’s architectural legacy of climatically responsive, modernist buildings that captured international attention.

Both the National Register Nomination and the Voluntary Historic District have regulations which pertain to changes to the exterior view shed of the building. Exterior work on this project will need to abide by the State of Rhode Island and the Providence Plantations Rehabilitation Code for existing buildings and structures and the Town of Warren Department of Building and Zoning. The primary wood columns and secondary wall studs show a variety of conditions. Most notably, the columns at the foundation level have been cut to remove rotted portions and are now supported by concrete footings. The columns on the first floor level have been reinforced with additional pieces of wood. An additive process of building up the structure is evident, although it is not clear if this is historically original or the results of the repair efforts circa 2005.

Thirty-seven years ago, a book called The Quiet Revolution in Land Use Control argued that states would soon take over localities' long-held power over land use regulation. In the authors' view, this quiet revolution would occur when policymakers and the public recognized that certain problems - like environmental destruction - were too big for localities to handle on their own.
