The Town of Boxborough’s Economic Development Committee (EDC) contracted with the Center for Economic Development at the University of Massachusetts Amherst to produce an economic development study. Phase II began in January of 2020 and provides a deeper evaluation of the development scenarios proposed at the completion of Phase I, involving four key components: 1. Summarize the results from a survey of citizen preferences on the Phase I scenarios. 2. Produce a series of "vignettes" to explain the key elements of the different scenarios to the public. 3. The Town of Boxborough’s Economic Development Committee (EDC) contracted with the Center for Economic Development at the University of Massachusetts Amherst to produce an economic development study. Phase 1 of the study, conducted from September through December 2019 by Regional Planning Studio master’s students, began with an investigation of existing conditions and public opinion on economic development and concluded with four plausible future economic development scenarios designed to support the eventual creation of the Town’s long-term economic development plan.

Innovation districts are a relatively new strategy in urban economic development. They have been fast gaining attention and popularity, due in part to energetic third-party promotion and the apparent successes of two early adopters: Barcelona and Boston. As additional cities establish and promote innovation districts, it benefits policymakers to possess information regarding their characteristics and suitability as an economic development approach.
We conduct in-depth case studies of four innovation districts in the United States—located in Boston, Detroit, Saint Louis, and San Diego—that present contrasting settings, policies, and outcomes. The empirical information is drawn primarily from interviews with the innovation district …

The purpose of this report is to examine the feasibility of the Town of Palmer becoming a passenger stop on a proposed East-West rail line that would connect to Union Station in Springfield and South Station in Boston. The report is presented in two parts. Part one presents the primary reasons that would make the case for a stop being placed in Palmer. The second presents a series of case studies to stimulate ideas on how Palmer could promote further growth through the creation of transit oriented development (TOD) around any future stop.

Through the Center for Economic Development's research, consulting and technical assistance efforts, it has become increasingly apparent that increased knowledge concerning the revitalization of old mills and mill communities is necessary. The problem is particularly acute in smaller communities and in areas of slow growth, where problems and solutions are addressed differently than larger towns near urban locations. The purpose of this symposium was to gain an understanding of the methods that can protect and enhance mill character and the economic viability in mill communities. Towards The Creation Of A Horse Park In The Commonwealth Of Massachusetts: A Feasibility Study, Henry Renski, John R. Mullin, Jonathan G. Cooper

This study finds that the development of a Massachusetts Model horse park represents a significant economic opportunity for the Commonwealth. Capital costs are not expected to exceed $150 million. The annual economic impact is expected to approach $99 million and lead to the creation of more than 950 jobs throughout Massachusetts. Economic activity resulting from the facility’s development would also generate an additional $5 million in state and local tax revenues per year.

In 2005, the Town of Stow received a Priority Development Fund Grant made available by MassHousing. The funds were used to develop zoning bylaws with the Metropolitan Area Planning Commission for a draft Mixed-Use Overlay District in town (Stow Lower Village 2011, 4). At that time, two of Stow’s villages, Gleasondale and the Lower Village, seemed like ideal candidates for the project. After focusing its initial efforts on the Lower Village, the Town is preparing to turn next to Gleasondale, in the southern edge of town. Evaluating Gross Vs. Net Migration Rates In A County-Level Component Model Of Population Change, Henry C. Renski, Susan Strate

This paper evaluates the accuracy of county-level population estimates and forecasts under three different methods for estimating the domestic migration in a components-of-change framework. The first is a net-migration approach similar to that used by the U.S. Census Bureau and by many state data centers. While common, the net migration assumption has been widely criticized for not accurately reflecting the population ‘at risk’ of migrating into a county. The other two methods follow a gross migration approach whereby in- and out-migration are added separately into the population change equation. The simple gross migration approach estimates domestic in-migration to each county …
