To most Americans the Great Plains region of North America is mysterious place. There are disagreements when defining its limits, and some people just refer to it as the Midwest. The Great Plains has been a place under an ocean, a place under glaciers, and a place on fire. It was once dubbed “the Great American Desert,” but is now known for its agricultural viability. El Paso Economic Development System Review & Recommendations, Edward Feser

This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

Reclaiming a Brownfield in Greenfield, Massachusetts
Abstract:
For the senior capstone project at the University of Massachusetts, this student completed a conceptual site design project for the City of Greenfield. The City of Greenfield wishes to redevelop the Brownfield site, currently known as the Bendix Property, into an eco- industrial park. Working closely with the City’s officials, the student created a realistic vision for the site. After twenty years of soil and groundwater treatment, the site is ready to come back to life. This is one of five reports submitted for the LA497C Spring 2011 Senior Studio project.

The purpose of this report is to show the results of a partnership between the Town of Hatfield Massachusetts, and the Department of Landscape Architecture and Regional Planning at the University of Massachusetts.

The Town of Hatfield initially approached the University for assistance in understanding the options available for Greenway development in Hatfield, while maintaining the charm and character the town is proud of.

The proposed restoration of the Schell Memorial Bridge as a pedestrian and bikeway connector would have a significant positive economic impact on the community of Northfield and Franklin County, Massachusetts.

Under conservative assumptions of construction and new visitor expenditures, a rehabilitated Schell Memorial Bridge would have a total annual economic impact close to $15 million dollars over its first 10 years of operation. Roughly 57% of these impacts would come from the roughly 13,000 additional visitors coming to Franklin County each year. The rest would come from construction, ongoing maintenance, and the expansion and upgrading of recreational trails connecting to …

A Financial Impact Assessment Of Ld 1725: Stream Crossings, New England Environmental Finance Center, Muskie School Of Public Service

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Buried clay pot irrigation was first described in Chinese texts from more than 2000 years ago. It uses a porous clay pot to provide demand responsive irrigation. Efficiency is often 3-10 times conventional surface irrigation.

1. Costly Screening, Self Selection, And The Existence Of A Pooling Equilibrium In Credit Markets (Job Market Paper), Pingkang Yu

Pingkang Yu

This paper presents a credit market model that embeds a costly, universal and imperfect screening technology in an otherwise simple model with borrower self-selection and costly lender screening. Contrary to the result in previous models, such as Wang and Williamson (1998) with random screening, the combination of universal screening and type I screening error produces pooling equilibrium as a non-trivial outcome. This result suggests that generalized lenders engaged in price rationing can sometimes compete with specialized lenders serving a single borrower type in credit markets that relies on costly lender screening as a sorting device.

This paper attempts to answer a direct question—who should get mortgage credit and how should that credit be supplied? This question is at the heart of the recent subprime crisis and the efforts to reform mortgage lending through new regulations. This paper develops a credit market model with borrower’s self-selection and lender’s costly screening. Borrowers in the model differ in both screening cost and credit risk. In particular, the model includes fraudulent borrowers and low-risk-high-documentation-cost borrowers. The paper finds that separating equilibrium, where specialized lender serves the targeted type of borrower, is the only feasible market structure in the long …
