Over the past fifty to sixty years there have been numerous attempts to compare the performance of the construction industries of different countries. In almost all cases the cost of construction has been an important, sometimes the single parameter Cost performance has sometimes been equated to productivity, and productivity measurement and comparison is attempted by governments and their agencies on a regular basis.

Fundamental to these exercises has been the necessity to bring construction costs in different national currencies to a common base. This is imperative as amounts in different currencies cannot be directly compared.

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. This paper argues there are two broad ways policymakers might use industry cluster concepts to inform the design of regional innovation policy. The first, and clearly dominant approach, is to view identified technology-based clusters as targets for growth strategies, i.e., to nurture the growth of selected groups of innovative industries and research strengths in a limited set of regions as a means of increasing levels of innovation economy-wide (termed the cluster building approach). Hedonic Housing Prices In Ciudad Juarez, Karen P. Fierro

Open Access Theses & Dissertations

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values
