Much research effort to date has focused on the development and use of bidding models in optimizing contractors' bid prices in competitive tendering environments. Unbalanced bidding models, in particular, have the objective of maximizing a project's prospective profits by using techniques of applying differentiated mark-ups to all of a project's items of work. It is shown here that these unbalanced bidding models have been unnecessarily complicated by incorporating consideration of a project's item costs. Bidding models can be significantly simplified by having the objective of maximizing a project's top-line revenue rather than maximizing bottom-line profit. A new model, incorporating all …

In green building there is a requirement for the collaboration of students from different disciplines in order to solve challenging problems. Successful collaboration depends on the establishment of a common understanding of the subject matter among those involved. To gain common understanding concept learning is critical. Drawing on the ‘Energy Descent Action Plan’ he developed at Kinsale, Rob Hopkins and his team launched Transition Town Totnes (in the UK) one and a half years ago. 64 recognised transition communities and 600 other groups (and counting) are now in communication with Rob’s team to launch their versions of this initiative in their communities worldwide.1 The Transition Ireland Network is coordinated by Davie Philip of Cultivate and several transition initiatives are underway here.

Over the past fifty to sixty years there have been numerous attempts to compare the performance of the construction industries of different countries. In almost all cases the cost of construction has been an important, sometimes the single parameter Cost performance has sometimes been equated to productivity, and productivity measurement and comparison is attempted by governments and their agencies on a regular basis.

This paper presents a thorough evaluation of a method for determining refrigerant charge that employs low-cost, non-invasive measurements (i.e., surface mounted temperature measurements). The method could be used as part of a protocol for verified service providers (VSPs) in AC diagnostic tune-up or refrigerant charge, air flow (RCA) verification programs. Ultimately, the method could be embedded within a portable virtual refrigerant charge gauge for a technician’s use or permanently installed on the AC unit. The accuracy of the virtual refrigerant charge sensor method is evaluated in this paper using laboratory data for a number of different systems and over a …

No critical infrastructure is self-sufficient. The complexity inherent in the interdependent nature of infrastructure systems complicates planning and preparedness for system failures. Recent wide-scale disruption of infrastructure on the Gulf Coast due to weather, and in the Northeast due to electric power network failures, dramatically illustrate the problems associated with mitigating cascading effects and responding to cascading infrastructure failures once they have occurred.
The major challenge associated with preparedness for cascading failures is that they transcend system, corporate, and political boundaries and necessitate coordination among multiple, disparate experts and authorities. This symposium brought together concerned communities including government and industry …
