This dissertation focuses on the economic and environmental benefits of planting switchgrass as a bioenergy feedstock. The first chapter presents a dynamic optimization model of fertilizer and land allocation between switchgrass and corn to estimate economic benefits. Subsequent chapters utilize Geographic Information System (GIS)-based Soil and Water Assessment Tool (SWAT) to be calibrated to evaluate the environmental (nutrient and sediment loading) effects of land use conversion to switchgrass production on water quality and analyze the Water Quality Trading (WQT) program with cost-effectiveness ratios ordered for abatements of nutrient loadings in an East Tennessee watershed.

To overcome the limitations of starch-based and sugar-based ethanol, scientists propose to expand the use of cellulosic ethanol. Cellulosic ethanol is a biofuel produced from wood, grasses, or the non-edible parts of plants. As the U.S. has a large cellulosic biomass production base (Perlack et al., 2006), production of ethanol from cellulosic feedstock and use of ethanol as a substitute for gasoline could help promote rural development, reduce green house gases emissions, and increase energy independence. Six models of imperfect competition test the interaction between the United States and Argentina in the Japanese corn import market. The models evaluated were the Bertrand (1883), Cournot (1897), and Stackelberg (1952) with price and quantity leadership by the United States and Argentina. Models were compared using a non-nested likelihood ratio test. Results of the analysis did not show a statistically significant preference of one model over another. Two different sectoral models: POLYSYS (agricultural) and MARKAL (energy) are soft-linked in a modeling framework. The linkage benefits the strengths of price dynamics of biofuel crops in POLYSYS and the least cost biofuel supply in MARKAL. As the result the framework can now evaluate implication of biofuel policy in the agricultural and energy sectors simultaneously. This thesis concerns two topics related to policy effects of hillside and ridgeline development in Knox County, TN and attempts to quantify the values of different aspects of forest land in the area, particularly how the amenity values of forest land affect the prices of surrounding houses. The first essay conducts a cost-benefit analysis to determine the willingness of individual landowners for reforestation given explicitly stated costs and benefits of reforestation. To evaluate whether lignocellulosic biomass based biofuels production is economically feasible, this paper estimated the capital investment outlays, operation costs, and net present value for investment in alternative switchgrass feedstock supply chain configurations in East Tennessee a 25 million gallon per year ethanol biorefinery. Demand for domestic tobacco has decreased over the past two decades. In 2004, the tobacco buyout program terminated marketing quotas and price support established under the federal tobacco program in 1938. Additionally, in 2003, the World Health Organization Framework Convention on Tobacco Control (WTO FCTC) acknowledged the importance of supply control in conjunction with demand control strategies to eliminate or reduce the consumption of tobacco products. According to the Census of Agriculture, the number of tobacco farms in the US fell by 40 percent between 2002 and 2007. Industry clusters can be important components of regional development. The effects of industry clusters on growth typically vary across geography, which has implications for targeted development strategies. Employment and business establishment growth in the Appalachian region (2000 – 2008) was regressed on industry cluster concentration indexes controlling for local determinants. The hypothesis that local response to growth determinants is geographically heterogeneous was tested using Smooth Transition spatial process models. This class of models exhibiting regime switching behavior is useful for identifying regional clusters, providing another tool for exploring relationships between geographical determinants and economic growth.

The United States Environmental Protection Agency has used environmental information provision as a policy tool to take advantage of consumer preferences for products that meet higher environmental standards. Such environmental programs include a variety of policies ranging from eco-labeling programs to voluntary environmental agreements between governments and manufacturers. This study analyzes the effects of two such programs - the ENERGY STAR program, an eco-labeling program, and the Climate Leaders program, a voluntary environmental agreement program - on consumer preferences for a household appliance.
