As internet technology proliferate in volume and complexity, the ever-evolving landscape of malicious cyberattacks presents unprecedented security risks in cyberspace. Cybersecurity challenges have been further exacerbated by the continuous growth in the prevalence and sophistication of cyber-attacks. These threats have the capacity to disrupt business operations, erase critical data, and inflict reputational damage, constituting an existential threat to businesses, critical services, and infrastructure. The escalating threat is further compounded by the malicious use of artificial intelligence (AI) and machine learning (ML), which have increasingly become tools in the cybercriminal arsenal. In this dynamic landscape, the emergence of offensive AI introduces …

IGC Proceedings (1997-2023)
With 2.1 million acres of pastureland and 1.25 million acres of hay land in Virginia, the rural Virginia landscape is predominately grassland. These lands form the base of the $3.96 billion-dollar livestock and dairy industry in Virginia. Managing these livestock in a profitable manner for farmers and beneficial to the environment is important. A cultural tradition with roots in colonial times has been to run animals in large fields year-round throughout Virginia. Livestock often graze from spring until fall (about 220 days), and farmers feed hay the remainder of the year. Spikes in the cost of fuel, fertilizer, and equipment …

Reports, Projects, and Research
Those charged with protecting the homeland through intelligence analysis, particularly in counterterrorism, must be capable of rapidly adopting innovative technologies to detect and prevent exploitation and disruption of vulnerable critical infrastructures. However, implementing these responses requires a highly skilled technical workforce that is continually provided with timely educational and training programs. Yet, questions remain regarding the technical aptitude necessary to respond to today’s terrorism threats and the Department of Homeland Security’s ability to provide consistent and rigorous standards for technology training and education. By surveying analysts, we examine what, if any, educational and training programs have been provided to adapt …

The Shifting Landscape Of Adolescent Wellness In Boarding Schools: Can Time Spent Off Screens And Outdoors Improve Adolescent Wellbeing?, Kristen H. Peterson
The Shifting Landscape Of Adolescent Wellness In Boarding Schools: Can Time Spent Off Screens And Outdoors Improve Adolescent Wellbeing?, Kristen H. Peterson
Dartmouth College Master’s Theses
For nearly twenty years I have worked directly with adolescents as an independent school educator. Whether in the classroom, on the field, or in the dorm, I have observed and supported students through their middle and high school experiences. During this time, I have witnessed an alarming shift in adolescent physical, emotional, and social wellbeing. Concurrently, I have observed a dramatic increase in the amount of time students spend using screen-based devices, and a decrease in their time spent outdoors.
Using research to ground my anecdotal accounts in empirical understanding, my thesis examines whether or not screen use might help …

Innovation And Responsibility: Librarians In An Era Of Generative Ai, Inequality, And Information Overload, Odin H. Halvorson
School of Information Student Research Journal
In an era marked by generative AI, widening inequality, and information overload, librarians with LIS training find themselves at the forefront of a changing landscape. The traditional paradigm in academia is challenged by new technologies and social shifts, prompting a reassessment the librarian's role as a public leader. This article discusses three perspectives on these issues, placing them within the larger conversation of the LIS field. Dr. Norman Mooradian lays the groundwork for a paradigm shift by exploring the intersection of knowledge and ethics in a knowledge economy. Boheme Morris delves into the complexities of inequality within the high-tech knowledge …

Comparison Of Two At-Home Sleep Monitoring Technologies, Raymond Chong, Alex Willis, Sonya Kakaiya, Casey Schambach, Carla Todd, Alex Young
Asian Journal of Physical Therapy
Background: Despite the importance of regular sleep patterns being well-known throughout society, a growing number of people claim to be sleep-deprived. There is a need to identify a simple and unobtrusive method in which people can accurately track their sleep to monitor changes and track how their sleep affects their daytime function. Methods: Here, we compared two at-home sleep monitors, the Zeo EEG headband system and the OURA physiological ring, in twenty-seven healthy young adults to determine their relative accuracy in classifying the various sleep stages. The two devices track sleep differently. The ring relies on hand movements and hemodynamic …

Emerging Writers
This paper explores the danger of emerging artificial intelligence technology perpetuating racial injustice in law enforcement and how police can ensure the protection of citizens amid this information age. We dissect a real-world case in which AI predictive policing technology resulted in alarming racial discrimination against American minority citizens. We discuss the possible explanations for this result and explore the limitations of artificial intelligence technology. Furthermore, we brainstorm methods for ensuring American citizens' just and constitutional protection as new technology is developed and tested. We propose implementing transparency laws that make the details about any policing technology and surveillance available …

Archaeology and cultural evolution theory both predict that environmental variation and population size drive the likelihood of inventions (via individual learning) and their conversion to population-wide innovations (via social uptake). We use the case study of the adoption of the bow and arrow in the Great Basin to infer how patterns of cultural variation, invention, and innovation affect investment in new technologies over time and the conditions under which we could predict cultural innovation to occur. Using an agent-based simulation to investigate the conditions that manifest in the innovation of technology, we find the following: (1) increasing ecological variation results …

Georgetown Law Faculty Publications and Other Works
ABRIDGED ABSTRACT: Perfume is a powerful art and technology, but its secrets are closely held by a privileged few - by some counts, there are more astronauts than there are perfumers. As critics have noted increasingly since 2020, those select few perfumers often share similar backgrounds. As interviews with American, British, and French perfumemakers reveal, intellectual property (IP) also plays a gatekeeping role in perfumery. Drawing on work by perfumer and educator Saskia Wilson-Brown, this Article suggests that perfumery is overdue for a transformation. One is emerging: open source perfume. For those seeking ways to share scents and signal commitment …

New Tech, Old Problem: The Rise Of Virtual Rent-To-Own Agreements, Carrie Floyd
Fellow, Adjunct, Lecturer, and Research Scholar Works
This Article explores how fintech has disrupted the traditional rent-to-own (RTO) industry, giving rise to new, virtual RTO agreements (VirTOs). These VirTOs have enabled the RTO industry to expand into the service industry and to markets for products not traditionally associated with rentals, such as vehicle repairs, pet ownership, and medical devices. This Article analyzes this development.
RTO agreements purport to rent products to a consumer until the conclusion of a set number of renewable rental payments, at which point ownership transfers. The fundamental characteristic of these agreements – and why they are not regulated as loans – are that …

Emerging Giants And Lessons For Development: China, India, And Their Different Paths To Progress, Eskander Alvi Editor, Wei-Chiao Huang Editor
Upjohn Press
This book explores the differences and commonalities in growth experiences of two looming economic giants, China and India—countries that follow often-contrasting economic, social, and political paths as they struggle to achieve long-term prosperity for their billion-plus populations. The papers included within show that the economic and political realities in the two countries are quite different, and that these realities are deeply embedded in each country’s social framework. China and India are at markedly different stages of economic development but the challenges facing the two countries, unsurprisingly, diverge—not only because of the different stage of development each has reached, but also …
Breaking Algorithmic Immunity: Why Section 230 Immunity May Not Extend To Recommendation Algorithms, Max Del Real
Breaking Algorithmic Immunity: Why Section 230 Immunity May Not Extend To Recommendation Algorithms, Max Del Real
Washington Law Review Online
In the mid-1990s, internet experiences were underwhelming by today’s standards, despite the breakthrough technologies at their core. When a person logged on to the internet, they were met with a static experience. No matter who you were, where you were, or how you accessed a particular website, it rendered a consistent page. Today, internet experiences are personalized, dynamic, and vast—a far cry from the digital landscape of just a few decades ago. While today’s internet is unrecognizable compared with its early predecessors, many of its governing laws remain materially unaltered. In particular, section 230 of the Communications Act, which passed …

Surveyor: Scratching For A Wild Moon, Nina Grigg
Harvey M. Applebaum ’59 Award
At the dawn of the space race, neither the moon as a destination nor man’s physical presence there were foregone conclusions. In order to get to that all important "first step," NASA had to dissect the Moon as a romantic symbol into concrete ground that space boots could tread on. Identifying these sites on a terrain so uniquely hostile to human habitation required remote exploration mediated by totally encapsulating technology. However, in the attempts of scientists and engineers to objectively explore the lunar wilderness, they unintentionally transformed it into an extension of the urban landscape. Once only conceivable as a …

Contract-Wrapped Property, Danielle D'Onfro
Scholarship@WashULaw
For nearly two centuries, the law has allowed servitudes that “run with” real property while consistently refusing to permit servitudes attached to personal property. That is, owners of land can establish new, specific requirements for the property that bind all future owners—but owners of chattels cannot. In recent decades, however, firms have increasingly begun relying on contract provisions that purport to bind future owners of chattels. These developments began in the context of software licensing, but they have started to migrate to chattels not encumbered by software. Courts encountering these provisions have mostly missed their significance, focusing instead on questions …
