Costs Associated With Voluntary Speed Reduction Requests In Central California Marine Sanctuaries To Protect Endangered Whales, K. Eric Wolfe, Ian A. Mathis

International trade is vital to the U.S. economy. As waterborne traffic accounts for about 40 percent of all international cargo value and 70 percent of international tonnage, regulatory changes involving waterborne transportation may significantly impact the United States (US) economy on both local and national levels. A Voluntary Speed Reduction (VSR) program reduces vessel speeds off the central coast of California for vessels 300 gross tons and larger from May 1^st to November 15^th to protect whales and other marine mammals. This study investigates the magnitude of changes in vessel costs associated with VSR requests.

This harvest strategy has been developed and revised in line with the Department’s Harvest Strategy Policy for Aquatic Resources (Department of Fisheries 2015) and is consistent with relevant national harvest strategy policies and guidelines (e.g. Sloan et al. 2014; Department of Agriculture and Water Resources 2018a, b). It makes explicit the performance indicators, reference levels, and harvest control rules designed to achieve the specific long- and short-term management objectives for the resource, and the broader goals of ESD and EBFM.

As a leisure activity, recreational fishing provides numerous social, physical, and psychological benefits to its participants. It can also provide socioeconomic opportunities to specific communities, and as an outdoor activity can create support for natural fisheries resources and public lands. License and equipment taxes are also important funding mechanisms for state wildlife managers. Though fishing participation as a percentage of the population has overall decreased in the last century, there is a recent increase in fishing participation. Actual Versus Hypothetical Wta Stated Values For Recreational Fishing Licenses: Experimental Evidence Of Fish Tales, Scott Steinback, Kristy Wallmo, Sabrina Lovell, Eric Thunberg, John Foster

We compared hypothetical willingness to accept (WTA) values for Massachusetts saltwater recreational fishing licenses with WTA values obtained in an actual (simulated) marketplace. Using a dichotomous choice contingent valuation approach, our results align with past evidence that found WTA values elicited from hypothetical transactions overstate those derived from an actual marketplace. We also provide the first evidence about the effectiveness of an ex-post certainty adjustment technique in a WTA environment. While the adjustment technique has been found to eliminate hypothetical bias in willingness to pay (WTP) settings, we find that when applied in a WTA setting, the approach mitigates but …
