Following increasing criticism of the variability in graduate teachers’ readiness to enter the profession, the Australian Institute for Teaching and School Leadership (AITSL) introduced a program accreditation requirement that all initial teacher education (ITE) providers must implement a Teaching Performance Assessment (TPA) in the final year of their teacher education programs. AITSL were not prescriptive in how ITE providers must meet the program standard which has resulted in 12 TPAs being implemented across 42 ITE providers. This paper outlines the development and implementation of one endorsed TPA designed to measure the readiness of graduating teachers, whilst taking into consideration the …

Rules operate as a tool of governance by making generalizations, thereby cutting down on government officials’ need to make individual determinations. But because they are generalizations, rules can result in inefficient or perverse outcomes due to their over- and under-inclusiveness. With the aid of advances in machine-learning algorithms, however, it is becoming increasingly possible to imagine governments shifting away from a predominant reliance on general rules and instead moving toward increased reliance on precise individual determinations—or on “personalized law,” to use the term Omri Ben-Shahar and Ariel Porat use in the title of their 2021 book. Performance-based regulation is widely heralded as a superior approach to regulation. Rather than specifying the actions regulated entities must take, performance-based regulation instead requires the attainment of outcomes and gives flexibility in how to meet them. Despite nearly universal acclaim for performance-based regulation, the reasons supporting its use remain largely theoretical and conjectural. Owing in part to a lack of a clear conceptual taxonomy, researchers have yet to produce much empirical research documenting the strengths and weaknesses of performance-based regulation. In this article we present results of an empirical study of the relationship between research productivity and research-related merit ratings over a 10-year period for tenured and tenure-track faculty in a school of education. The purpose of the study was to assess change in faculty productivity as a result of the institution's change in the Carnegie classification system. Results show that higher research expectations affected the productivity level of faculty in regard to increasing international conference presentations, national conference presentations, state conference presentations, and large unfunded grants. Furthermore, over time the variables that were important for merit scores changed and …

The purpose of this paper is to describe a methodology for adjusting performance standards for workforce programs offered by local workforce areas (LWAs). By performance standards adjustment, we mean a model that uses a statistical approach to attempt to better measure the relative performance of different local workforce areas in providing workforce system customers with "value added" in terms of the system's desired outcomes. Our paper's approach has four distinguishing features. This guidance letter revises the Government Performance and Results Act (GPRA) performance measures for federal workforce development programs to take into account the effect of the recession on participants' labor market and educational outcomes. As described in the TEGL, the performance targets of the various workforce development programs have been developed for use for the years PY2008 through PY2010. Beginning with PY2009, the U.S. Department of Labor’s Employment and Training Administration (USDOL/ETA) adopted a regression-adjusted approach for setting national targets for several federal workforce development programs, including WIA Adult, Dislocated Worker, and Youth programs. Prior to that time, national targets were based on past performance and the desire to encourage continuous improvement in the workforce programs. The continuous improvement approach typically increased target levels from year to year without a systematic way of accounting for changes in economic conditions or the ability to meet previous targets. This paper addresses the question of whether administrative data that are collected for performance monitoring purposes can be used for program evaluation. It argues that under certain circumstances, such data can be used. In particular, data from the state of Washington are used to examine the effectiveness of services provided to adults under the Workforce Investment Act (WIA). The general theme of an emerging literature on techniques for nonexperimental evaluations of social programs is that many different techniques have appropriate asymptotic properties. A contribution of this paper is to examine the sensitivity of net impact estimators to various estimation techniques. …

The 2001 No Child Left Behind Act (NCLB) increased accountability pressure in U.S. public schools by threatening to impose sanctions on Title 1 schools that failed to make adequate yearly progress (AYP) in consecutive years. Difference-in-difference estimates of the effect of failing AYP in the first year of NCLB on teacher effort in the subsequent year suggest that, on average, teacher absences in North Carolina fell by about 10 percent, and the probability of being absent 15 or more times fell by about 30 percent. Reductions in teacher absences were driven by within-teacher increases in effort and were larger among …

Researchers have issued a call for research on emotional labor to move beyond service roles to other organizational roles (Ashforth & Humphrey, 1993). The present paper proposes that emotional labor plays a pivotal role during performance feedback exchanges between supervisors and subordinates. We suggest that the emotional labor supervisors engage in while providing performance feedback is a vital mechanism by which leaders impact followers' perceptions of the feedback environment (Steelman, Levy, & Snell, 2004) and, subsequently, important outcomes (e.g., employee satisfaction with the feedback, motivation to use feedback, feedback seeking frequency, and LMX quality).

Standing Out: The Influence Of Organizational Culture And Cultural Values On A Manager's Willingness To Meaningfully Differentiate Employee Performance, Mercedes Mcbride-Walker

This mixed-methodology study investigates the degree to which dominant organization culture and cultural values influence a manager's willingness to differentiate employee performance for the purpose of making meaningful talent decisions. Data were collected from 26 companies and a total of 45 individual participants. The findings suggest that specific values play a significant role in influencing a manager's willingness to differentiate employee performance regardless of dominant culture. All organizations have high and low performers, yet being willing to make tough performance calls for greater talent decision effectiveness may require embodying values that are considered countercultural. This study examines which factors affect employees' job satisfaction and tests the relationship between overall job satisfaction and work performance (in-role/task performance). The research is based on a case study of the American University in Cairo (AUC). Correlational statistical tests were conducted initially to determine if there is a relationship between the overall job satisfaction and each of the job facets variables, second between the overall job satisfaction and work performance, and finally between the overall job satisfaction and the demographic variables. This study hypothesized that an individuals' cost and value perceptions of feedback-seeking were related to their goal orientation which further led to the preference for certain types of feedback. The 260 working adult participants for this study were asked to respond to several demographic questions on a survey link that was posted on social media websites.

The primary aim of this proposal is to address the relationship of effort intensity to neuroticism in predicting task performance and compare conscientiousness and neuroticism in predicting task performance and contextual performance. Building on previous studies' results, Big Five personality factors were examined as correlates of job performance. A pilot survey was distributed to a total of 251 participants who were working at least 20 hours a week collected from five organizations in the Los Angeles area.

Research on Reduced Audit Quality Practices (RAQP) has consistently shown serious negative consequences in the auditing profession. It has found that under certain pressure levels, auditors tend to engage in RAQP. However, most of the previous studies that had investigated RAQP failed to examine RAQP from a stress model perspective which incorporates stressors, stress measures and stress consequences into the model and to measure the interactions among these constructs.
