All Maxine Goodman Levin School of Urban Affairs Publications
The Center for Economic Development tracks the economic health of Ohio's 88 counties using the Economic Vitality Index (EVI). After establishing a baseline with 2019 data and analyzing pandemic impacts through 2021, the 2022 EVI shows resilience amid inflation and high interest rates. Urban counties like Cuyahoga, Franklin, and Montgomery display positive recovery trends, whereas Appalachian counties in Southern Ohio continue to face economic challenges.
The Catalyst For Preservation: Assessing The Impact Of Historic Tax Credit Leverage On Surrounding Property Values In The State Of South Carolina, John Sutton
All Theses
The historic rehabilitation tax credit, in its many forms, is the single greatest driver of historic preservation investment in the United States. Despite this, very little research has been done regarding the secondary effects of historic tax credit leverage. The goal of this thesis is to assess the impact that substantial historic tax credit projects have had on the value of the properties that surround them in the state of South Carolina. Property tax assessment records were solicited from three different county governments within South Carolina to analyze the change in the assessed value induced by the introduction of tax …

PI coupled with these factors affects internal and external investments and ultimately future economic growth rates. Employing data from Pakistan for the period of 1984-2018, a country with a long history of various episodes of political instability under various democratic and non-democratic regimes, this study …

Evolving Sovereignty Relationships Between Affiliated Jurisdictions: Lessons For Native American Jurisdictions, Vaughan Carter, Charlotte Ku, Andrew P. Morriss
Faculty Scholarship
Though sovereignty is principally associated with governance over a territory and freedom to act in the international arena, this article examines sovereignty as empowerment. The study tests the applicability to Native American jurisdictions of the experiences of fifteen case study jurisdictions presently associated with the United Kingdom, the Netherlands, and France in shared sovereign relationships. The focus is on the evolution of those relationships and opportunities for development where jurisdictions do not attain full control over their affairs. The case studies examine the relationships from the perspectives of political, economic, and cultural sovereignty. The article further examines the relationships in …

Assessing The Performance Of Place-Based Economic Development Incentives: What’S The Word On The Street?, Matthew Rossman
Assessing The Performance Of Place-Based Economic Development Incentives: What’S The Word On The Street?, Matthew Rossman
Faculty Publications
Although politically popular, place-based economic development incentives have had limited success and proven difficult to evaluate. Unlike most legal scholarship on this topic, this article takes a qualitative approach in examining them. It studies the performance of four distinct types of development incentives intended to alleviate economic distress, using insight gathered from interviews with business owners, development professionals, and community members in six adjoining neighborhoods, where past efforts at revitalization have failed despite locational advantages.
The challenges faced by economically distressed places are typically varied and complex. The qualitative sampling techniques employed in this article’s research generated nuanced, ‘on the …

Emerging Giants And Lessons For Development: China, India, And Their Different Paths To Progress, Eskander Alvi Editor, Wei-Chiao Huang Editor
Upjohn Press
This book explores the differences and commonalities in growth experiences of two looming economic giants, China and India—countries that follow often-contrasting economic, social, and political paths as they struggle to achieve long-term prosperity for their billion-plus populations. The papers included within show that the economic and political realities in the two countries are quite different, and that these realities are deeply embedded in each country’s social framework. China and India are at markedly different stages of economic development but the challenges facing the two countries, unsurprisingly, diverge—not only because of the different stage of development each has reached, but also …

Employment, Income, And Poverty In Kalamazoo City Core Neighborhoods, Val Klomparens
Reports
This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. The Edison neighborhood is characterized by greater income inequality than the other …

The Impact Of Globalization On Domestic Growth In Africa, Thomas L. Ainscough, Todd M. Shank
The Impact Of Globalization On Domestic Growth In Africa, Thomas L. Ainscough, Todd M. Shank
Journal of Global Business Insights
Research into the impacts of globalization on domestic growth in Africa has been scarce and the results of the research that does exist have been mixed. This research addresses this gap in the literature by using the newly revised KOF Globalization Index to determine the impact of social, political, and financial globalization on African economies. The KOF Index was revised substantially in 2019. Our full data set includes 40 years of data, from 1980-2019. Findings indicate that the relationship between globalization and GDP is best represented by a non-linear cubic model. With that model, social globalization has become Africa’s most …
The Exploration Of The Developmental Impact Of First Language Maintenance Of English Learners In Dual Language Programs: A Modified Meta-Analysis, Emma Dobson
Educational Leadership Theses, Dissertations, and Student Creative Activity
Some public schools are failing English Learners (Calderón, 2011). English Learners are not maintaining their first language and therefore historically lag behind their English-only peers (Johnson, 2022). Failure to maintain first language negatively affects intellectual, educational, personal, social, and economic development. No area of second language research has received as much attention and remained as elusive as the influence of the first language (Jarvis, 2000). This modified mini meta-analysis investigates the developmental impact of first language maintenance of English learners in Dual Language Programs. This study seeks to improve understanding of the most effective ways to educate ELs. It is …

How 3d Printing Can Revolutionize Developing Economies, Paul Zuber-Fantulin
How 3d Printing Can Revolutionize Developing Economies, Paul Zuber-Fantulin
Global Honors Theses
3D printing technology has the potential to completely revolutionize development in emerging markets. While 3D printing can make a wide variety of objects, and create the capacity for local manufacturing, it can also change the nature of the economy and how things are made. When looking at the potential for development, we must realize that much development is attained by the unequal exchange between nations. For this reason, capitalism often fails the developing world while benefiting the developed one. However, thanks to this technology, there might be a path toward breaking this cycle. Examining how 3D printing is opening up …

Investing In The Middle, Molly Schnoke, Jack Yochum, Shannon Driscoll, James Flanigan
All Maxine Goodman Levin School of Urban Affairs Publications
Middle Neighborhoods (MNs) are generally recognized for their safety, stability and affordability for residents. They also provide an important opportunity to give lower-income populations access to affordable housing and an overall higher quality of life, but the number of MNs is declining throughout the U.S. Recognizing these opportunities and challenges regarding MNs, the research team set out to fill in the existing knowledge gaps about which public policies and programmatic activities are effective at 1) stabilizing MNs and 2) providing equitable access for lower-income and marginalized populations to join and stay in MNs.
Gender Inequality And Economic Decline: A Comparative Analysis Of Gender Roles And Its Impact On Economic Development In Egypt And Iran, Kayla E. Joyner
Gender Inequality And Economic Decline: A Comparative Analysis Of Gender Roles And Its Impact On Economic Development In Egypt And Iran, Kayla E. Joyner
Senior Theses
This thesis will demonstrate that increasing female labor force participation in Iran and Egypt will facilitate overall economic growth, reduce poverty rates, and increase family investment in education and health. There are three critical factors that I will examine that are significantly deterring female participation in the labor force in these two countries specifically: sociocultural values, legal barriers, and economic policies. By refusing to mobilize the increasing potential female labor force, Iran and Egypt are hindering the nation’s social and economic development.

Competing For Innovation: A Case Study Of Knoxville And Similar Metropolitan Areas, Lucille G. Marret
Baker Scholar Projects
Knoxville competes with other mid-sized metropolitan areas for economic development and business attraction at the national level. Cities such as Greenville, SC, Huntsville, AL, and Ann Arbor, MI have similar resources and attributes to Knoxville, yet they are consistently surpassing Knoxville in business attraction and expansion. It is necessary for policy makers to understand what factors are contributing to underperformance in order to better support Knoxville’s efforts to create an innovation fund. Comparing available assets and access to funding for each MSA reveals that Knoxville has the necessary resources through the University of Tennessee and Oak Ridge National Laboratory to …
Inequality And Democratization: A Power-Centered Approach To Democratic Transitions, Alban Lauka
Inequality And Democratization: A Power-Centered Approach To Democratic Transitions, Alban Lauka
Political Science Dissertations
What are the conditions under which democratization is more likely to happen? After decades of research focused on the relationship between economic development and democratization, the more recent theories have identified economic inequality as the more specific variable of importance, but they disagree over what exactly its effects are. Here I present a new theory of power, inequality and democratization which conceptualizes democratization as a composite process made up of two distinct transformations: liberalization, which establishes greater government accountability along the horizontal dimension, in the form of powerful legislatives and courts; and electoralization, which makes the government more vertically accountable …
The Impact Of Usu Extension On Building Vibrant Communities, Heidi Leblanc
The Impact Of Usu Extension On Building Vibrant Communities, Heidi Leblanc
Outcomes and Impact Quarterly
Utah consists of many rural counties spread out over vast areas of land, and only a few urban counties in centralized locations. As a result, there is an increasing disparity in economic opportunities for residents in rural counties. Therefore, the aim of the Vibrant Communities program at Utah State University (USU) Extension is to strengthen communities across Utah through facilitated community-focused coalitions and partnerships, entrepreneurship education, and strategic initiatives to facilitate economic and social well-being.

Assessment Of Industrial Policies In Ghana: A Case Study On The Current Policy Of One District One Factory Policy (1d1f), Ama Nyamekye Obenewa Otoo
Masters Theses
Industrialization has been the weakest link in Ghana’s economic development efforts. Import-substitution industrialization policy of the 1960s-1980s and the outward liberalized industrialization policy of 1990-2020 (Vision 2020), have failed to achieve the goals of industrialization. This is due to several reasons including the selfish interests of these political leaders and lack of technological advancement. In 2017, the elected New Patriotic Party (NPP), announced a new industrialization policy known as “one district, one factory" (1D1F), which was a political campaign promise to realign industrial strategies. The goal of this policy is to ensure that industries are spread equitably among the country's …
