Hydrologic conditions in the Colorado River Basin have changed markedly in the fiftyyear period since the US Supreme Court announced the seminal Colorado River decision of Arizona v California in 1963 As projected by the Bureau of Reclamation in its recent Colorado River Basin Water Supply and Demand Study this pattern of change is anticipated to persist during the next fifty years Water demands exceeded supplies on average in the basin for the first time in recorded history over the past decade and this supplydemand imbalance is forecast to widen between now and 2060 absent changes in the status quo …

The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. Part I of this Note examines the development of Indian reserved water rights, and the practicably irrigable acreage method of quantifying those rights, as defined by the Court. Part II describes the arguments of state and private interests that oppose broad Indian water rights. Part III discusses Gila V, including the Arizona Supreme Court's rationale for abandoning the standard set forth by the U.S. Supreme Court and the standard for quantifying Indian reserved rights that the court applied in its place. Interstate Water Allocation: A Contemporary Primer For Eastern States, Robert Haskell Abrams

The principal thesis of this article is that interstate water allocation matters. It matters because, absent allocation, states that want to conserve their water resources for either future intrastate use or for present in situ use are at risk of having sister states use that water in other inconsistent ways. Interstate allocation also matters because, if there is not a negotiated agreement, water use is sufficiently similar to a zero sum game in that there will be winners and losers and the winning strategy is easily identified.
