Penelitian ini bertujuan untuk mengetahui implementasi Permendiknas Nomor 2 Tahun 2002 tantang buku dan mendeskripsikan masalah-masalah yang ditimbulkannya. Pene-litian dilaksanakan dengan metode campuran kuantitatif dan kualitatif di Kota Depok, Kabupaten Cianjur, Kota Makassar, dan Kabupaten Maros dengan menggunakan angket, wawancara mendalam dan diskusi kelompok terfokus untuk mengumpul-kan data. Hasil penelitian menunjukkan bahwa implementasi Permendiknas yang bertujuan untuk menyediakan buku murah dan berkualitas bagi masyarakat belum sepenuhnya tercapai. Terdapat beragam masalah dalam pelaksanaannya antara lain minimnya sosialisasi, tidak memadainya infra-struktur teknologi informasi, ketidaksesuaian materi dengan kurikulum, rendahnya kualitas cetakan, dan Permendiknas dianggap sebagai kebijakan elitis yang mematikan iklim persaingan usaha.

This theoretical study explores the external power dynamics and internal psychic processes involved in both historical and contemporary anti-choice ideology, practice, and rhetoric. The three primary tactics of the anti-choice movement and current "war on women" involve 1) promoting the establishment of fetal personhood through measures—both rhetorical and political, 2) the co-opting of feminist and liberal rhetoric in establishing a woman-centered, as opposed to fetus-centered, anti-abortion strategy, and 3) the use of incremental policy measures and restrictions at the state and local level, including the creation of legal and practical barriers to the procedure for both women and abortion providers. …

This paper investigates the influence of the normative assumptions that can be associated with the Community Technology Centers (CTCs) scheme in New South Wales, Australia during the period 2000-2005 (CTC@NSW). It does this by developing an analytical framework based on Australian communications policy to assess case study accounts of selected CTCs. In drawing conclusions about the normative assumptions that guided the implementation of the CTC@NSW scheme, the sufficiency of market based development strategies are questioned when challenging economic circumstances suggest the need for ongoing strategic assistance from government.

The purpose of this phenomenological study was to explore the experiences and perceptions of principals whose schools were granted innovation status in accordance with the Colorado Innovation Schools Act of 2008 (CISA). The CISA created a statewide system that allowed individual schools and entire districts to increase autonomy and flexibility in areas such as staffing, scheduling, educational programming, and resource allocation. The data were collected from interviews with principals and a rural superintendent and from an examination of the School Innovation Plans. This Article examines the questions that Supreme Court Justices ask during oral argument. The authors content-coded questions asked in fifty-three cases argued during the October 2009, 2010, and 2011 terms—a total of 5,115 questions. They found that the Justices vary significantly in the extent to which they ask about different aspects of a case, including threshold issues, precedent, facts, external actors, legal argument, and policy. They also found that the Justices were more likely to ask policy-oriented questions in education cases than in constitutional cases that did not arise in a school setting. This policy proposal makes the case for opening Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) — both well-established investment structures — to renewable energy investment. MLPs and, more recently, REITs have a proven track record for promoting oil, gas, and other traditional energy sources. When extended to renewable energy projects these tools will help promote growth, move renewables closer to subsidy independence, and vastly broaden the base of investors in America’s energy economy.

To better understand the nature of the residential facilities serving more than 19 percent of Maine’s Long Term Services and Supports (LTSS) population, the Maine Department of Health and Human Services commissioned the Muskie School to conduct a survey of residential facilities as part of its update to Maine’s LTSS profile. The goal of the Maine Residential Settings Characteristics Survey, conducted between July and September 2010, was to measure the "homelike" characteristics of residential settings.

Purpose: Over one-third of adults in the United States (U.S.), over 72 million people, are obese. There are health and economic costs associated with obesity. In 2008, obesity-related medical costs were estimated to be as high as $147 billion.
