Queering The Ncaa : How Athletic Administrators At National Collegiate Athletic Association Institutions Include Transgender Athletes, Lisa Margaret Brookens

This thesis examines how Athletic Administrators (AA) at National Collegiate Athletic Association (NCAA) institutions include transgender identities in their policies and practices. The main hypothesis presumes that people in positions of power within the NCAA membership have less inclusive opinions regarding transgender student-athletes (TSA). A mixed methods design was used, and an anonymous web-based survey tool was employed to address AA perceptions. Inferential statistics along with queer-feminist theory were utilized to document and deconstruct dominant themes generated during data collection. California has now become a majority-minority state. Latinos, currently the largest minority group in the Golden State, have made remarkable political gains in the past two decades, more recently since the the approval of Proposition 187 in 1994. How have Latinos used this new political power? This thesis provides an in-depth look into the dynamics of the Latino political entity in California, along with a quantifiable analysis of voting trends. For several decades following its independence from Great Britain, Ghana’s policies continued to promote over-extraction of natural resources to the detriment of its economy and rural communities. Agricultural and forestry policy has gradually evolved to foster more sustainable and equitable practices, as in building partnerships with the private sector to fund infrastructure improvements. Policy has recently recognized the dire need to adopt agricultural practices and means of forest resource extraction that are compatible with ecological stewardship. However, many shortcomings are still apparent. Large logging operations completely disregard forestry regulations with impunity, whereas rural sustenance extractors are severely punished in the …

The U.S. asylum law presents a distorted view of China's policy to the world and unfairly taints China's image in the international arena. It also undermines the effectiveness of the policy by encouraging Chinese citizens to break the law. This article advocates the repeal of IIRAIRA § 601 by demonstrating that China's population policy is a necessary and responsible social policy. Fatal Invention documents the emergence of a new biopolitics in the United States that relies on re-inventing race in biological terms using cutting-edge genomic science and biotechnologies. Some scientists are defining race as a biological category written in our genes, while the biotechnology and pharmaceutical industries convert the new racial science into race-based products, such as race-specific medicines, ancestry tests, and DNA forensics, that incorporate false assumptions of racial difference at the genetic level. The genetic understanding of race calls for technological responses to racial disparities while masking the continuing impact of racism in a supposedly post-racial society. Instead, I …

This paper outlines three international policy options for Somalia in an effort to begin working towards solving the issues that have plagued the Horn of Africa for over 40 years. A short introduction summarizing Somalia’s tumultuous history precedes an examination of the three policy options. The first proposal, as supported and practiced by the U.S. State Department, is an interventionist policy involving political, economic, and in the past, military intervention. This paper examines the 1983 Beirut barracks bombing and its impact on United States foreign counter-terrorism policy. This research was conducted first by establishing a baseline as to what was U.S. counter-terrorism policy from the years of 1976-1981, and then looking into what changes occurred following immediately after the 1983 bombing. What was found was that there was a recommendation for a change of policy towards a more proactive approach to counter-terrorism. Then through looking at how the idea of a proactive policy shaped the new laws and bills, and reactions to terrorist incidents during the Reagan administration. This showed …

Policy diffusion research pays virtually no attention to policy content. Yet we should expect content to shape the adoption of any policy--this is what legislators and policy makers, after all, fight about. Thus the extent and speed of diffusion likely critically depend on policy content, which the current literature virtually ignores. This dissertation shows how we can better understand policy diffusion by taking policy content seriously. Paying attention to policy content, including how it is debated and understood by legislators, has immediate payoffs in the sense that two literatures largely ignored until now by diffusion researchers-- policy typologies and policy …

Principals' Content Knowledge: Examining The Relationship Between Principals' Reading Knowledge And Leadership Actions From Principals' And Teachers' Perceptions, Angela Suzanne Butler

Principals' leadership content knowledge in reading was investigated by examining the relationship between the perceived reading knowledge of principals and perceived leadership actions principals take to support reading instruction. Survey results from 78 principals and 1,876 teachers were analyzed. Results showed a positive, statistically significant correlation between principals' perceptions of their reading knowledge and principals' perceptions of the actions they take to support reading. A stronger positive, significant correlation between teachers' perceptions of their principal's reading knowledge and teachers' perceptions of their principal's actions was also demonstrated. Police use of TASER force is currently a hot topic of controversy in the intersections of society and the criminal justice system. Proponents, including manufacturers and law enforcement, value the TASER as a less than lethal alternative to deadly force; providing increased safety for officers as an aid to maintain distance between potentially threatening suspect(s) and officer(s) while preserving the life and well being of suspects in such encounters. The City of Tampa, Florida has instituted water restrictions over the past decade that have been primarily aimed at mitigating non-essential usage of water resources by limiting domestic lawn irrigation. The mandatory restrictions are enforced by the issuance of citations to violators, which is intended to promote compliance and deter from subsequent violations. This thesis provides a thorough investigation of historical water restriction with relation to compliance in order to determine which factors might be related to high rates of water usage within key Tampa communities. Since the 1990's there has been a continuously growing movement among advertisers to appeal to consumers by touting how environmentally friendly their products are. This note addresses the prominence of misleading and deceptive environmental claims that have prompted appeals for improved federal regulation. Specifically, the Note focuses on the emerging trend of carbon advertising and national and international models that provide guidance on preventing deception. Part I conveys the current status of environmental advertising and the necessary background principles for establishing regulations. The United States economy is struggling to recover from its worst economic downturn since the Great Depression. The industry-academy relationship has many benefits, but it also has potential drawbacks, including potential conflicts of interest (e.g., when the profit motives of a private company unduly influence academic responsibilities). To date, policies intended to regulate or manage financial conflicts of interest appear to be unsatisfying and inadequate. The present study examined predictors of the responses of academic scientists and clinicians to hypothetical situations in which financial and other conflicts of interest may arise. Academic scientists and clinicians at five medical schools completed an anonymous survey that included vignettes that posed a potential conflict of interest. Participants indicated the likelihood …

This dissertation encompasses a case study and a Participatory Action Research project. The case study focuses on climate change mitigation activities within King County, Washington and its 39 cities and towns and discusses progress and challenges related to transportation issues, efficiency measures, and sustainability planning. The findings indicate there is a high level of activity in waste reduction, environmental outreach and education, bicycle and pedestrian promotion, tree canopy protection, sustainability policies, and green building. Other categories, such as energy efficiency, electric vehicle infrastructure, and greenhouse gas emission inventories and goal setting are on the rise. Twelve of the cities were …

Seeking appropriate help for early signs and symptoms of psychological distress can reduce the long-term impact of many mental disorders. This article describes practice implications and new initiatives for promoting early access and help-seeking among young people. Relevant help-seeking research is reviewed, and prominent help-seeking barriers are discussed. Prominent barriers for young people include: incomplete mental health and emotional literacy, beliefs about having little need for help versus having a need for autonomy, and the process of help-negation for different symptoms of psychological distress.
