Self-Exclusion And The Compulsive Gambler: The House Shouldn't Always Win, Justin E. Bauer

This Comment examines the law revolving around a compulsive gambler's ability to exclude himself from a casino. While the current state of the law in many jurisdictions properly allows a person to place himself on a self-exclusion list," in an effort to be barred from entering into a casino, the law provides no remedy for the self-excluded gambler in the event that the casino negligently, deliberately, or even recklessly allows the self-excluded person to gamble. This article discusses the recent Illinois Supreme Court decision, York v. Rush Presbyterian St. Luke's Medical Center, which addressed the reliance element in the overall analysis of apparent authority in the healthcare context in Illinois. The authors explore the historical underpinnings of agency law and posit that the York decision has effectively eroded basic agency law principles in the healthcare context.

In recent years, attorneys practicing in the employment area have found that a working knowledge of tax law is critical to maximize results for clients and to avoid malpractice. This article will examine the status of taxation of verdicts and settlements following adoption of 1996 legislation, which made various changes to the Internal Revenue Code. In addition, the article will examine the impact that the American Jobs Creation Act has had on the tax treatment of attorney fees and court costs in the context of employment litigation. Ultra wideband (UWB) is a new wireless communication system. It utilizes transmission signal at wide bandwidths. With wider bandwidth, it can provide for new useful applications. Electron beam lithography is gaining widespread use as semiconductor industry. Current optical lithography techniques are limited to resolution of few hundreds of nanometers and suffer from diffraction problems. The focus of this thesis is to pattern single electron transistors (SET) using electron beam lithography on silicon and silicon on insulator (SOI) substrate which can be further processed to form working SET device. This thesis describes a Phase Locked Loop (PLL) design for operation within a radiation environment. Specific design architecture and techniques were implemented to help mitigate radiation effects that degrade PLL performance. This thesis presents several elements of a rad-hard PLL that were developed to solve this challenge, such as a very wideband coupling coefficient LC VCO that has a much higher frequency tuning range than conventional varactor based LC VCOs. The specific aims of this dissertation were to develop: (1) Correlations between experimental protocols and oxygenated, deoxygenated, and total hemoglobin concentrations in the brain (2) Mathematical models to associate blood flow and oxygen consumption rate of the activated brain regions with measured hemodynamic changes (3) A phantom that models brain vasculature compliance to validate developed mathematical models in a controlled setup. The primary imaging modality used in the experimentation phase of this research was near infrared spectroscopy. The purpose of this study is to examine the possible relationship between level of knowledge and perception regarding capital punishment among criminology/criminal justice (CRCJ) students in comparison with non-CRCJ majors. The data for this study were obtained from a sample of CRCJ and non-CRCJ majors enrolled at the University of Texas at Arlington. While CRCJ majors appeared to be more knowledgeable regarding capital punishment, there was little significant difference of opinion (perception) among CRCJ and non-CRCJ majors.

The purpose of this study is to discuss and use theoretical integration in an attempt to better explain criminal behavior. Data for this study was obtained through a random power sample of undergraduate college students enrolled in criminology and criminal justice classes. Respondents chose a criminal behavior from a typology of drug, property, or violent criminal acts, and then chose theories which could aid in the explanation of that criminal behavior. The respondents were also asked the same concerning self-reported criminal activity. The research focuses on 48 federally funded / awarded grants from the United States Department of Justice, Community Oriented Police Services Office and the Department of Homeland Security. A measurement instrument was developed to extract data from the grants for the purpose of determining if similarities existed among the awarded grants. The grants chosen came from jurisdictions of all types, sizes and demographics and represent a cross-section of American law enforcement. Identify candidate best practices for successfully transitioning from analog to digital broadcasting, 2. Make recommendations on how to educate the viewing audience on adapting, understanding, and utilizing Digital TV (DTV), and 3. Identify possible areas where further research might assist in a better understanding of how to manage change effectively.

Association for Himalayan Policy Research: Through various scholarly activities, NSC aims to create a global network of scholars, professionals, and policy practitioners interested in the policy and development of Nepal and the Himalayan region. Eventually, NSC plans to create an Association for Himalayan Policy Research. Journal publications and Himalayan-focused conference at Wisconsin University are important activities contributing to this collaboration, and our initial attempt to create this network has been very successful. This paper presents a new approach in dealing with hybridization issues in communication systems or sensors. The thrust is to separate the logical network (sensor) infrastructure from the physical one. Here we show how we can exploit concepts such as persistent identification which we believe is crucial to be able to connect a variety of heterogeneous devices in a network that grows, and that is robust to failures. A vital characteristic of our architecture is the ability to accommodate a variety of heterogeneous devices and subsystems. The National Park Service (NPS) has a mission of sustainability: to conserve its resources for the enjoyment of future generations. The mission implies the use of sustainable technologies. In order to best make use of sustainable energy technologies, the NPS must have an understanding of the most significant barriers inhibiting such technologies’ use. The political instability of acquiring oversea oil resources, the need to reduce greenhouse gas emissions, and the desire for inexpensive energy have recently driven a shift of focus towards hydrogen energy. It has become increasingly evident that there are significant barriers facing the development of a hydrogen-based energy system – a system commonly referred to as the “hydrogen economy”. The small quantities of hydrogen fuel cell vehicles that have been deployed to date are not numerous enough to facilitate the growth of a substantial refueling infrastructure. Additionally, the underdeveloped and extremely limited infrastructure has imposed significant convenience costs upon consumers. …
