Homeownership for low-income families is becoming the housing policy of choice in the 1990’s. To what extent is this justified? What should the policy be? This paper concludes that homeownership policy for the poor may have positive effects, but the circumstances of poor households—especially neighborhood conditions and income instability—must be taken into account.

Structural adjustment and stabilization agreements between Egypt and the International Monetary Fund and the World Bank were signed in 1991. The two agreements are referred to as the economic reform and structural adjustment program (ERSAP). To examine the impact of ERSAP on Egypt's poor , one has to define, first, who are the poor and what is their relative share in the population. The negative impact of ERSAP on the society as a whole will be less harmful if absolute and relative poverty are small in Egypt. Unplanned Resistance: Turkish Immigrants In A Postmodern Germany, Peter O'Brien

Postmodernity would seem to bode ill for immigrant communities like the Turks living in Germany. Prominent theories of postmodern society, when analyzed in respect to the status of immigrants, pit several strikes against them. Taking as a given that Germany deserves the label "postmodern society," this essay discusses three such theories and draws out the implications of each for Turkish nationals residing in Germany. The findings are anything but merry. If the theories prove true, Turkish migrants from Turkey should expect little or no improvement in their lot and, worse, deterioration. Implementation is often the orphan of the policy creation process, causing problems that raise ethical warning flags. When drafting policy, flexibility is often absent from programs. Discretionary powers are denied to implementors, resulting in a condition of abstracted judgment that can cripple or derail the original intent. For example, government policies toward the aging often create and form perceptions that radiate outwardly, becoming assimilated by corporations and institutions, and hardened into programs that are often implemented unsoundly. The moral composition of a community is affected. Society absorbs fragments of thought generated by these policies and forms biases and prejudices that …

How ought we, both as a society and as individuals, to reason about public policy matters? This question is examined for the purposes of analyzing the General Mining Law of 1872 and advocating reforms to this public lands law anachronism. Drawing from Aristotle and David Hume, individuals of good character, acting as citizens in pursuit of the public good through historically informed self-government deliberate best about public policy matters. Self-help is a largely neglected topic in American legal studies.1 With the exception of a survey by a group of law students published a dozen years ago,2 there appears to be little, if anything, in our legal literature that confronts the subject in a systematic way.3 This is so, at least, if one defines self-help as I do. To me, the term refers to any act of bypassing the formal legal system in order to get what one wants.

Although a great deal of public attention has recently been focused on issues around assisted death remarkably little of it has come from an explicitly feminist perspective. This is a serious omission at a time when legislators are feeling pressure to review and perhaps revise existing policies on assisted death, and when the policies they contemplate may have a significant negative and disproportionate impact on women. We think it is essential that there be some discussion of these issues from an explicitly feminist perspective in order to ensure that concerns about the oppression of women become part of the public …
