The Eastern Goochland Greenway Plan proposes a shared-use trail that is nested within the Virginia Department of Conservation and Recreation’s (DCR) conceptualization of a statewide trail system called the James River Heritage Trail (JRHT). The JRHT includes shared use bicycle and pedestrian facilities as well as water trail access points that would connect pre-existing trail systems to new proposed trails that are parallel with and in close proximity to Virginia’s James River corridor and all of the natural, cultural, and historic resource opportunities that the surrounding areas offer. Capacity, Sustainability, And The Community Benefits Of Municipal Utility Ownership In The United States, George C. Homsy

Public Administration Faculty Scholarship

Most literature on utility sustainability focuses on internal operations; this misses the role that utilities cold play within a community. This study measures the impact of municipal ownership of water and electric utilities on the sustainability policymaking of local governments. I find that municipalities with government-owned water utilities adopt more sustainability measures than those with investor-owned service. Similarly, municipally-owned electric utilities have higher levels of energy sustainability in the community, but not in government operations. The utilities provide fiscal and technical capacity to municipalities. This study brings potential community benefits to the discussion of private investment in public service delivery.

We look to a particular social-ecological system, the restoration community in Rhode Island, USA and the rivers, wetlands, marshes, and estuaries they work to protect, to draw connections between communication, community involvement, and ecological restoration project success. Offering real-world examples drawn from interviews with 27 local, state, federal, and nonprofit restoration managers, we synthesize the mechanisms that managers found effective to argue that the communication employed by resource managers in each phase of the restoration process, in prioritization, implementation, and monitoring, and for garnering broad-based support, shapes the quality of public engagement in natural resources management, which, in turn, can …

A large transitional body of water shared by Kazakhstan and Uzbekistan, the Aral Sea was once the fourth largest inland Sea on Earth, dried due to Soviet Irrigation practices.

Nine years ago, with the support of the World Bank, the Kazakh government finished the construction of a 14km dyke to raise the level of the sea in the North, restoring its ecology as a massive constructed landscape.

Since then, the water level, and therefore regional ecology, is regulated by a 50m concrete spillway.
